About this opportunity

The City of Leander, Texas is soliciting Statements of Qualifications from firms for a pre-qualified pool of geotechnical investigation and design professional services, with responses due December 1, 2026 at 2:00 p.m. Central Time through the City's Bonfire portal. Pre-qualification does not guarantee task order awards, and pre-qualified respondents may be selected for projects without a subsequent RFP, based on submitted qualifications.

Respondents must demonstrate proper licensure and include at least one registered professional engineer or architect as Project Manager with a minimum of five years' experience in the specified discipline; registered professional land surveyors may substitute if applicable. The solicitation requires Texas statutory verifications covering boycotts of Israel and energy companies, discrimination against firearm entities, and Texas Local Government Code Chapter 176 conflict-of-interest disclosures.

Services are procured on an as-needed basis over a three-year Professional Services Agreement, with each project executed as a Task Order covering design, construction documents, and construction administration. Plans must be certified and signed or sealed by Texas-licensed engineers. The City may terminate the agreement with 30 days' notice. Required insurance includes Professional Liability of $1 million per occurrence, Commercial General Liability of $1 million per occurrence and aggregate, Business Automobile Liability of $1 million per occurrence, and Texas-compliant Workers Compensation, with the City named as additional insured for at least 24 months after substantial completion.

No funding amount or pricing structure is stated. Compensation is unit-price based as defined in each Task Order, with Basic Services Fees not to exceed amounts set per Task Order and Additional Services billed at Standard Hourly Rates in Exhibit C. Reimbursable expenses are included in the Basic Services Fee unless separately itemized and agreed in writing. The listed jurisdiction is Williamson County, Texas.

Evaluation weights are qualifications and experience (30 points), proposed staff (20 points), available resources and location (20 points), methodology and approach (20 points), and added value (10 points). Respondents may be required to make oral presentations. Submissions are limited to 35 pages and must include a title page, letter of transmittal, table of contents, Attachment A reference sheet, conflict of interest form (CIQ), and Attachment B Professional Services Agreement Certification Form. Proposal preparation costs are not reimbursed. Pricing is not confidential and becomes subject to the Texas Public Information Act following award. Award is anticipated April 2027, contingent upon City Council approval.
