About this file
This document is a Request for Qualifications (RFQ) issued by the City of Leander, Texas, for pre-qualification of professional services firms in the category of Geotechnical Investigation and Design. The City seeks to establish a pool of qualified respondents with municipal experience and expertise in geotechnical services who may be contacted for specific task orders as projects arise over a three-year professional services agreement period. Responses are due electronically by December 1, 2026, at 2:00 PM Central Time through the City's Bonfire portal. The evaluation committee will review submissions based on weighted criteria including relevant qualifications and experience (30 points), proposed staff (20 points), available resources and location (20 points), methodology and approach (20 points), and added value (10 points). Respondents may be required to make oral presentations to clarify qualifications. Award announcement is anticipated for April 2027, contingent upon City Council approval, with the professional services agreement beginning upon execution of all documents. Pre-qualification does not guarantee any task order awards, and the City reserves the right to reject all responses, split awards among multiple firms, or negotiate task orders individually with selected respondents.
Responses shall not exceed 35 pages and must include a title page, letter of transmittal, table of contents, completed reference sheet (Attachment A), conflict of interest form (CIQ), and Professional Services Agreement Certification Form (Attachment B). Respondents must demonstrate proper licensure and include at least one registered professional engineer or architect as Project Manager with minimum five years of experience in the specified discipline; registered professional land surveyors may substitute if applicable. The solicitation requires compliance with multiple Texas statutory verifications, including representations regarding boycotts of Israel and energy companies, discrimination against firearm entities, and applicable conflicts of interest disclosures under Texas Local Government Code Chapter 176. Pricing is not considered confidential, and all submissions are subject to the Texas Public Information Act following award. The City will compensate successful respondents within 30 days of invoice receipt in accordance with Texas Prompt Payment Law, with no reimbursement of proposal preparation costs. No funding amount, specific project scope, or pricing structure is identified in this pre-qualification solicitation, as actual project needs and costs will be determined through subsequent task order negotiations.
