About this opportunity

Aspen School District is requesting proposals from geotechnical engineering and construction material testing firms to support its 2025 Bond program, with proposals due October 19, 2026 at 4:00 p.m. MST via BidNet Direct.

The scope spans subsurface geotechnical investigation, laboratory testing, geotechnical reports, and construction material testing and third-party inspections across multiple project sites including a high school football field stadium, football field and track, and a proposed transportation center. The work includes approximately three borings at depths typically ranging from 20 to 40 feet unless rock is encountered earlier, with final boring locations and quantities to be determined through coordination with the design team, Owner, and Owner's Representative. The geotechnical report must be stamped by a registered Colorado professional engineer and include subsurface evaluation, foundation system recommendations, pavement design criteria, lateral earth pressure parameters, settlement analysis, groundwater observations, and construction recommendations. Construction material testing must be available within 24 hours of notice and reported within 48 hours of site visits.

The 2025 Bond program carries $45 million in total funding allocated to school improvements; the scope of this geotechnical contract is not separately quantified. The contract term and place of performance are not specified. Selected firms must mobilize no later than November 10, 2026, and submit a draft geotechnical report by December 18, 2026.

Insurance requirements include general liability with a $4 million general aggregate and $2 million per-occurrence limit, professional liability with a $2 million per-loss and $4 million aggregate limit, and auto liability of $2 million. Fee proposals must use lump-sum pricing for subsurface soils investigation by site with unit costs for additional or deleted borings, and itemized construction material testing and inspection fees with estimated quantities and unit prices submitted in Excel format.

Scoring is on a 100-point scale: cover letter (5 points), firm information (10 points), team qualifications (20 points), similar project experience (15 points), references (10 points), subsurface report fees (20 points), and construction material testing fees (20 points). Clarification questions are due October 9, 2026 at 10:00 a.m., with responses issued by October 12. Selected firms will be notified and issued a Notice to Proceed by October 23, 2026.
