The scope includes approximately three borings at depths typically ranging from 20 to 40 feet unless rock is encountered earlier, with final boring locations and quantities to be determined through coordination between the selected candidate, design team, Owner, and Owner's Representative. The geotechnical report must be stamped by a registered Colorado professional engineer and include subsurface evaluation, foundation system recommendations, pavement design criteria, lateral earth pressure parameters, settlement analysis, groundwater observations, and construction recommendations. Construction material testing must be available within 24 hours of notice and reported within 48 hours of site visits. The RFQ/P was made available October 1, 2026, with clarification questions due by 10:00 AM on October 9, 2026, and responses issued by October 12, 2026. Fee proposals must include a lump sum fee for subsurface soils investigation by site with unit costs for additional or deleted borings, as well as itemized construction material testing and inspection fees with estimated quantities, unit prices, and total costs submitted in Excel format. The District requires insurance coverage including general liability with a $4,000,000 general aggregate and $2,000,000 per-occurrence limit, professional liability with a $2,000,000 per-loss and $4,000,000 aggregate limit, and auto liability of $2,000,000. B. Owner and Project Information

Owner Background Aspen School District (ASD) serves students in grades Pre-K through 12th grade on a centralized campus with three main school facilities: Aspen Elementary School, Aspen Middle School and Aspen High School. In addition, the campus includes an athletic field/stadium, transportation center and modular buildings. The District is located on the western slope of Colorado in Pitkin County and is home to the world-renowned Aspen Ski Resort. Average enrollment for the district over the past 5 years has been about 1,500 students. Please refer to Aspen School District’s website here (aspenk12.net) for information regarding the Owner.

Continuous facility and maintenance planning of the campus buildings and need for workforce housing have been at the forefront of the goals of the Board of Education for many years. ASD was successful in passing a $95M bond in 2021 for deferred maintenance and staff housing acquisition. As that bond program closes out, the Board of Education decided to place another bond measure on the ballot in 2025 for $95M, which was also successful with the voters. The 2025 Bond program funds have allocated $45M to school improvements with the remaining for staff housing acquisition.

Project Description While the school facilities have been well maintained, the most recent planning work has identified key areas to be addressed for security, safety, improvements and maintenance. These projects will make up the 2025 Bond School Projects –not all require Geotechnical Engineering, but all will need special inspections and CMT:

Transportation Center / Bus Barn

Hord Coplan Macht is moving forward with a needs assessment for the Transportation Department that will lead to one of the two following Alternates:

a. Renovation / addition for the existing facility; or

b. New build, including potential locations (estimated approximately 3 acres needed, but not identified)

Move Outdoor Education Department from Aspen Middle School to Transportation Center and renovate that space for locker rooms and restrooms. Please refer to design studies provided in the link below.

Seating improvements at HS football field stadium. Will most likely include demolition and replacement of existing bleachers.

Re-surface track at the HS football field.

GEOTECH & CMT RFQ/P 4 © DYNAMIC PROGRAM MANAGEMENT, LLC

Alternate: new locker room & restroom building integral with new bleachers.

Elementary School restrooms and kitchen renovation.

Elementary School Theater improvements

BASE Scope: to bring theater up to ADA code and replace seating.

Alternate: Enhance the theater into a performing arts center. Please see architectural studies in the link below.

Enhanced theater scope will be dependent on additional funding outside of the bond funds.

For a high-level phasing plan for all of the 2025 Bond School Projects please use the link below to find an overall schedule.
