About this opportunity
The Georgia Department of Administrative Services, on behalf of the Georgia Department of Veterans Service, is soliciting competitive sealed proposals for complete healthcare management and operation of the Georgia War Veterans Home (GWVH) located in Milledgeville, Barrow County. The facility is a 262-bed skilled nursing home certified by the U.S. Department of Veterans Affairs, comprising five buildings across approximately 77 acres: the Richard B. Russell Building (59 sub-acute therapy beds), Carl Vinson Building (48 beds), Pete Wheeler Building (24 Alzheimer's beds), Joe T. Wood Building (117 beds), and a transitional care unit (14 sub-acute therapy beds). Required services include medical care, therapy, dining, transportation, maintenance, grounds, pest control, and barber services tailored specifically to serve aged and infirm Georgia war veterans. The procurement employs a best value methodology combining technical factors worth 800 points and cost factors worth 200 points, for a total of 1,000 available points. Key deadlines include an optional bidders' conference and site visit on January 7 and January 9, 2026, respectively; written questions due January 27, 2026; and proposals due February 9, 2026. The initial contract term extends from the award date through June 30 with four one-year renewal options at the state's discretion. Offerors must submit mandatory and mandatory scored response worksheets, cost proposals, executed contracts with exceptions noted as red-lined documents, tax compliance forms, contractor affidavits, certificates of non-collusion, and supplier responsibility questionnaires.
No specific set-aside designations or restrictions limiting the types of organizations eligible to respond are identified in the available solicitation materials. Bond requirements include a performance bond and payment bond each in the amount of $3,000,000, plus a long-term care facility residents bond of $3,000,000, which may serve as implicit qualifications. The facility is funded exclusively through state appropriated funds, veteran patient fees, VA per diem payments for non-service-connected disabled veterans, and VA service-connected payments for service-connected veterans, with Medicare, Medicaid, and commercial insurance explicitly excluded as funding sources. Health Management Resources Governmental Services LLC was announced as the apparent successful offeror with a final score of 722 points; however, a protest was filed by STG International, Inc., challenging the award on grounds including alleged material misrepresentations by the selected vendor and evaluation process errors. The estimated award amount is $177,770,970.00 for comprehensive management and operational services. All communications regarding the solicitation must be directed solely to the Issuing Officer, Mark Meeks, and all protests must be submitted electronically to doas.protests@doas.ga.gov in accordance with Georgia procurement procedures.
