About this opportunity

The Georgia Bureau of Investigation is requesting proposals for the Georgia Applicant Processing Service (GAPS) Rap Back Subscription Service to provide real-time, end-to-end online fingerprint submission and processing, with proposals due July 5, 2023.

The scope encompasses statewide fingerprint processing for non-criminal justice purposes, including real-time submission of fingerprint images and data to the GBI Automated Fingerprint Identification System (AFIS), receipt and dissemination of fingerprint search results to authorized entities, and Rap Back subscription services that enable authorized agencies to receive ongoing status notifications of any criminal history reported to the FBI after initial processing. The selected supplier must ensure convenient and accessible service locations and function in an efficient and accurate manner statewide.

The contract is structured as an open agency contract; the Department of Administrative Services' notice materials do not specify a fixed contract value, duration, or renewal terms. The issuing officer is Towanda Cuthbert at the Georgia Department of Administrative Services (DOAS).

Proposals were evaluated through an RFP process. Idemia & Security USA LLC was identified as the apparent successful offeror in the Notice of Intent to Award posted October 10, 2023, and was subsequently awarded the contract in the Notice of Award posted October 24, 2023. Fieldprint Inc and Kid-Scan LLC were unsuccessful offerors. Protests must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual.

Opportunity text

The Georgia Bureau of Investigation (GBI) is requesting proposals for the Georgia Applicant Processing Service (GAPS) with the Federal Rap Back Subscription Service. The objective of this procurement is to obtain the services of a qualified and experienced supplier to provide real-time, end -to-end, on-line submission of fingerprint images and data, designed to ensure high performance combined with high availability and reliability to the GBI Automated Fingerprint Identification System (AFIS). The purpose of this solution is to improve the civil background check capabilities and quality fingerprinting services through GAPS with the addition of eliminating the need for repeated background checks on a person from the same applicant agency through the Rap Back subscription services. The Rap Back subscription service provides authorized agencies the ability to receive on-going status notifications of any criminal history reported to the FBI after the initial processing and retention of criminal or civil transactions. By using fingerprint identification to identify persons arrested and prosecuted for crimes, Rap Back provides a nationwide notice to noncriminal justice authorities regarding subsequent actions. The selected supplier must provide a statewide fingerprint processing service for non-criminal justice purposes that is responsive to the needs of the applicant community regarding convenience and accessibility of location(s) and function in an efficient and accurate manner. The selected supplier will receive fingerprint search results and disseminate the results to the authorized entity.
