About this opportunity

The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) issued a Request for Proposals (RFP) numbered DBH0000644 for the Georgia Apex Program 3.0, a school-based mental health initiative designed to address youth behavioral health needs through embedded therapists and paraprofessionals within Georgia's schools. The program operates as a partnership between Tier 1 and Tier 2 community-based mental health providers and local school districts, with DBHDD providing state funding support. The primary objectives of the Apex Program are threefold: to provide early detection of child and adolescent behavioral health needs, to improve access to mental health services for children and youth, and to promote increased coordination between Georgia's community mental health providers and local schools within their service areas. The solicitation was posted on March 3, 2026, with an original proposal due date of April 13, 2026, and was managed by issuing officer Cheryl Davis. However, the solicitation was cancelled on March 20, 2026, due to the need to redevelop program requirements, and no timeline for reissuance was provided at the time of cancellation.

The cancellation notice does not specify set-aside designations, restrictions on respondent types, or preferred vendor qualifications. No incumbent vendors, current contractors, or existing infrastructure requirements are identified in the available documentation. The notice indicates that all materials previously submitted by bidders in response to the original solicitation will remain confidential until a subsequent solicitation is conducted and a Notice of Intent to Award is issued for the rebid. Interested suppliers will be required to submit responses to new bid forms and requirements if the state chooses to proceed with a new solicitation. Upon successful award, all records will be made available in accordance with Section I.6 of the Georgia Procurement Manual regarding public access to procurement information. No budget range or award value is disclosed in the cancellation notice.
