About this opportunity
The Florida Department of Health (FDOH) Bureau of Communicable Disease is seeking to procure services for the Georgetown University Blackbox Enhancement Project. The Blackbox system is able to compile surveillance data submitted from multiple jurisdictions and present key data on persons with HIV (PWH) without compromising the sensitive and private nature of the data. By participating in this project, the FDOH will be better equipped to identify PWH who have moved to other jurisdictions or fallen out of medical care, enabling more timely, accurate, and complete PWH-related data. The FDOH is requesting authorization to purchase the Blackbox services as a single source from Georgetown University, which is the only CDC-funded entity that provides this service and has developed the necessary system. The estimated value of this 3-year single source contract is $315,000.
This opportunity is specific to the state of Florida and the Leon County jurisdiction. There are no set-aside designations or restrictions on the types of organizations that can respond, as Georgetown University is the sole provider of the Blackbox system. The FDOH has indicated that Georgetown University owns and operates the Blackbox system and is the only provider of this service, which is necessary to enable data sharing and deduplication across jurisdictions in compliance with CDC data security guidelines. The procurement process includes a due date of June 4, 2023 for responses.
Opportunity text
The FDOH's Bureau of Communicable Disease, HIV/AIDS Section has a need to purchase services for the BlackBox Enhancement Project. The BlackBox System can compile surveillance data submitted from multiple jurisdictions and present potential matched and other key data on Persons with HIV (PWH) without compromising the highly private and sensitive nature of the data. This process is in accordance with the Centers for Disease Control and Prevention's (CDC) Data Security and Confidentiality Guidelines for HIV, Viral Hepatitis, Sexually Transmitted Disease, and Tuberculosis Programs: Standards to Facilitate Sharing and Use of Surveillance Data for Public Health Action and the Department Information Security and Privacy Policy DOHP 50-10-10. By participating in this project, the HIV/AIDS Section is better equipped to determine the PWH in the Department's surveillance systems that may have moved to another jurisdiction or are receiving care in another jurisdiction, but also to better enable staff to more readily identify and follow-up with PWH who may have fallen out of medical care by providing more timely, accurate and complete PWH related data.
In accordance with Chapter 60A-1.045, Florida Administrative Code, the FDOH's Bureau of Communicable Disease, HIV/AIDS Section, requests authorization to purchase as a single source, the BlackBox services.
