About this file
This document is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Health (FDOH) Bureau of Communicable Disease for the Georgetown University Blackbox Project. The FDOH is seeking to purchase services for the Blackbox Enhancement Project, which can compile surveillance data from multiple jurisdictions and present data on persons with HIV without compromising data privacy and security. By participating in this project, the FDOH will be better equipped to identify persons with HIV who have moved to other jurisdictions or fallen out of medical care. The FDOH is requesting authorization to purchase the Blackbox services as a single source from Georgetown University, which is the only CDC-funded entity that provides this service and has developed the necessary system.
The estimated dollar amount for this 3-year single source contract is $315,000. Georgetown University owns and operates the Blackbox system and is the only provider of this service, which is necessary to enable data sharing and deduplication across jurisdictions in compliance with CDC data security guidelines.
