About this opportunity

The Illinois Department of Corrections is requesting quotes for one-time diagnostic service, troubleshooting, and repair of a Hammer 15KV switchgear generator at East Moline Correctional Center, with quotes due September 28, 2026.

The vendor must be a factory-authorized Caterpillar dealer or employ technicians holding official Caterpillar manufacturer certifications — a mandatory capability filter. No subcontractors are permitted. The vendor must provide all qualified personnel, labor, tools, equipment, and testing equipment necessary to complete work.

Scope includes visual inspection of components and connections, functional and diagnostic testing to identify failure causes, and a written diagnostic report within 24–48 hours of inspection completion. Upon Department authorization, the vendor shall execute approved repairs using code-compliant parts per manufacturer requirements and industry standards, followed by a final service report documenting all work performed. The vendor must contact the Department within five business days of contract execution to schedule the diagnostic inspection.

Estimated material cost is $25,000.00 (entered in the Unit Cost field for Line Item 2), representing estimated usage and not a guaranteed amount. All pricing must be FOB destination; the vendor shall not be reimbursed for travel or mileage. Bid prices must remain firm for 90 days from opening. The contract term is one-time service to be completed by December 31, 2026.

Insurance requirements include General Commercial Liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Worker's Compensation Insurance as required by law, with the State named as additional insured. Payment follows the State Prompt Payment Act; invoices must be submitted by July 31 for services provided through June 30.
