About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Military Affairs and Division of Facilities Management, is issuing Request for Bid (RFB) 758 2600000529 for generator removal, purchase, installation, and service at the Kentucky Air National Guard Base located at 1101 Grade Lane, Building 400, in Louisville, Kentucky. The procurement seeks a single vendor to remove an existing generator, supply a new 60 kilowatt stationary generator meeting EPA and CAT specifications, and perform delivery, installation, and startup/testing services. All work must be completed and invoiced by September 30, 2026. The evaluation will be based on best value criteria, with price weighted at 90 points and delivery time weighted at 10 points, with the lowest-priced compliant bid receiving maximum price points and subsequent bids calculated proportionally. Vendors must submit written questions by April 23, 2026 at 10:00 AM Eastern Time, with the bid closing date of May 6, 2026 at 1:30 PM Eastern Time. All personnel accessing the military installation must possess current REAL ID, a valid driver's license, or passport, and work is restricted to 7:30 AM to 4:00 PM EST, Monday through Friday, excluding state holidays. Vendors must carry commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability insurance of $1,000,000 combined single limit if vehicles will be used for delivery or onsite work.
Kentucky resident bidders may receive reciprocal preference under KRS 45A.490-494, and qualified bidders including Kentucky Correctional Industries may receive preference equal to 15 to 20 percent of maximum points. Delivery time must be stated in specific working days, with one percent penalty deducted from invoices for each day delivery is missed. All vendors must register in the Commonwealth eProcurement System and submit electronic bids only, including the Revenue Form 10A100 (Kentucky Tax Registration), required affidavits for resident bidder status if applicable, and foreign entity certificates of authority if applicable. The Commonwealth will not include federal excise tax or Kentucky sales/use tax in quoted prices, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. No incumbent vendor or contract value range is specified in the solicitation.
