The scope encompasses two preventive maintenance visits and one load bank test per generator annually, automatic transfer switch testing, and 24/7 emergency response with authorized non-routine repairs. The contract is requirements-based with unit pricing; the City does not guarantee minimum quantities of emergency or non-routine work.
The initial contract term is one year with potential renewal for up to three additional one-year terms subject to satisfactory performance and City approval. Renewal rate adjustments require submission with supporting documentation at least 60 days before the renewal date. The City may award to a single contractor or designate primary and secondary contractors to support service continuity.
Proposers must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, plus automobile liability, workers' compensation, and umbrella coverage as specified. A non-mandatory pre-proposal meeting is scheduled for July 23, 2026 at 11:00 AM in Bay City Council Chambers, with optional Microsoft Teams connection. Written questions are due July 24, 2026 at 4:00 PM. The City Council award is estimated for August 11, 2026.
