About this opportunity
The City of Taylor, Michigan, is requesting Best and Final Offers (BAFO) for the procurement of 80 Club Car Tempo Lithium-Ion golf carts, charging infrastructure, and a backup generator system, with submissions due September 22, 2026 at 12:00 PM.
This BAFO follows initial proposal evaluations in which vendor cost proposals exceeded the City's independent cost estimate. Vendors must submit revised pricing and technical clarifications reflecting their most competitive offers. Price modifications may not alter scope, terms, or original proposal elements unless directly resulting from the price reduction and clearly documented.
The scope encompasses 80 Club Car Tempo carts with 48V lithium-ion battery systems (60 Ah packs), onboard chargers (vendor-specified as either 650W or 900W), standard accessories including windshield, canopy top, headlights, taillights, and USB ports, and required options of fleet numbers, course branding decals, sand bottles, and premium seats. The City requires 80 charging stations with electrical distribution and load-management capability compliant with NEC and local codes, plus installation labor and materials. The backup generator system must be sized to support full-fleet charging: for 650W chargers the connected load is approximately 52 kW; for 900W chargers approximately 72 kW. Vendors must propose a 50–75 kW, three-phase diesel generator with transfer switch, concrete pad or mounting specifications, and include delivery, installation, and testing. Battery warranty is minimum four years; vehicle warranty is minimum three years.
Pricing must be itemized and firm for unit cost per cart, accessories, charging stations, electrical installation, generator equipment and installation, freight, optional upgrades, and annual maintenance plans with potential multiyear service agreements. Ben Clayton (bclayton@cityoftaylormi.gov, 734-374-1459) is the purchasing agent. Submissions are made through the City's eProcurement Portal.
