About this opportunity

McHenry County is requesting proposals for general security services at its Administration Building in Woodstock, Illinois, with proposals due August 12, 2026 at 9:00 a.m. CST. Security officers must hold a current Permanent Employee Registration Card (PERC) issued by Illinois, possess high school education or GED equivalency, and demonstrate English language proficiency.

The scope covers unarmed security personnel staffing the front desk Monday through Friday from 7:00 a.m. to 5:00 p.m., with two officers assigned during business hours (one 7:00 a.m. to 4:30 p.m., one 8:00 a.m. to 5:00 p.m.), plus additional coverage for evening meetings (averaging 1–2 per week), weekend meetings (6–10 annually), election periods, and special events. The contractor determines workforce processes and staffing levels needed for comprehensive security operations. Security officers must wear County-approved uniforms, complete initial and recurrent training at least four times annually, and maintain professional appearance standards. The contractor assumes all employer responsibilities including insurance, workers' compensation, wage payments, and tax compliance.

Bidders must submit hourly rates for daytime shift services calculated on 105 hours per week, fixed hourly rates for hours beyond the regular shift, and optional hourly rates for extraordinary or unexpected circumstances such as weapons screening services. Prevailing wage as outlined by the State of Illinois is mandatory. The County encourages annual hourly wage increases for officer retention and reserves the right to reject or request replacement of any employee without cause. A $200 per hour penalty rate applies if the contractor fails to adequately staff the post within two hours of notification.

The base contract term runs December 1, 2026 through November 30, 2028, with two optional renewal years (December 1, 2028 through November 30, 2029 and December 1, 2029 through November 30, 2030). Questions were due July 29, 2026 at 12:00 p.m. CST, with answers posted by August 5, 2026 at 4:00 p.m. CST. Bidders must provide three references from similar work completed within the past twelve months and submit all proposals electronically in PDF format.
