About this opportunity

The City of Norwich, Connecticut is requesting sealed bids for general rehabilitation at 25 Platt Avenue under Project RP1524, with bids due June 12, 2026 at 4:00 p.m. EDT. A pre-bid conference is scheduled for June 5, 2026 at 10:00 a.m. at the project location with attendance recommended.

The project is funded through the Property Rehabilitation Program and HUD Lead Based Paint Hazard Control in Priority Housing Program. Scope includes residential rehabilitation work with specified work items such as exterior encapsulation and soil work with completion deadlines no later than May 30. Bid proposals must include signed bidder certification, completed payment request form, non-collusion affidavit, proof of insurance, proof of Connecticut home improvement contractor licensure, proof of lead abatement contractor licensure where applicable, and all addendum sheets. Pricing must remain firm for a maximum of 15 days from proposal date. Product allowances are specified for doors, flooring, and carpet with builders-grade materials required unless the owner elects higher-grade products at their own cost. Lead abatement clearance includes two rounds of dust wipe testing in program costs; additional testing failures are assessed at eighty dollars per hour for inspector fees, payable before final payment release.

Contractors are subject to a bidder limitation policy restricting active contracts to no more than two; new contractors are subject to a probationary period. Contractors must allow 90 days from bid award to project start. The City reserves the right to reject any or all bids and to accept or reject portions of bids as deemed appropriate.
