About this file

This is an Invitation to Bid (ITB) solicitation document issued by the City of Norwich, Connecticut for general rehabilitation work at 25 Platt Avenue under Project RP1524. The City is requesting sealed bids for residential rehabilitation services with a bid submission deadline of June 12, 2026 at 4:00 p.m. EDT. A pre-bid conference is scheduled for June 5, 2026 at 10:00 a.m. at the project location, with attendance recommended for prospective bidders. Contractors must complete the scope of work within 15 calendar days from the notice to proceed, with all exterior encapsulation and soil work to be completed no later than May 30. Additionally, contractors must allow 90 days from bid award to project start. Bid documents and submission instructions are available at https://norwichct.bonfirehub.com/projects, with questions directed to Karl Klein at (860) 823-3706 or Wayne R. Sharkey, Property Rehabilitation Program Manager, at (860) 823-3770.

Pricing must remain firm for a maximum of 15 days from the proposal date, with delivery on a Free On Board Destination basis and vendor-specified payment terms. The project is funded through the Property Rehabilitation Program and HUD Lead Based Paint Hazard Control in Priority Housing Programs. Eligible bidders must be registered in Connecticut and hold a valid home improvement contractor license, with lead abatement contractor licensure required where applicable. Bid proposals must include a signed bidder certification, completed payment request form, non-collusion affidavit, proof of insurance, proof of licensure, and all addendum sheets. Product allowances are specified for doors, flooring, and carpet using builders-grade materials unless the owner elects higher-grade products at their own cost. Lead abatement clearance includes two rounds of dust wipe testing in program costs; additional testing failures incur inspector fees of eighty dollars per hour, payable before final payment release. The City is subject to a bidder limitation policy restricting active contracts to no more than two per contractor, with new contractors subject to a probationary period. The City reserves the right to reject any or all bids and to accept or reject portions of bids as deemed appropriate.
