Qualifications must include a designated Project Manager with specific education and experience data; a minimum of three key support staff members with documented Florida work experience and relevant project history; and firm-level information including total employee count, headquarters location, and Florida office locations and staffing.
The contract is structured as a three-year continuing services agreement with the possibility of extending work through Task Authorizations or Contract Amendments, provided extensions do not exceed six months beyond the initial term. No work commences until the consultant receives an executed agreement and a signed Task Authorization. Compensation is structured on a lump-sum or not-to-exceed basis as specified in individual Task Authorizations, with monthly invoicing based on percentage completion. The Authority retains the right to terminate for convenience with thirty days' notice or for cause with seven days' notice. Respondents must maintain professional liability insurance of not less than $2,000,000 per occurrence and $2,000,000 annual aggregate; pollution liability of $2,000,000/$2,000,000; and cyber liability of $2,000,000/$2,000,000.

Pricing and contract amounts will be negotiated following selection.
