The Texas Health and Human Services Commission is requesting bids for general maintenance and repairs services at the Rio Grande State Supported Living Center, with proposals due October 28, 2026 at 10:30 a.m. under IFB HHS0017978. An Addendum 1 was issued October 14, 2026; acknowledgment of receipt is mandatory and failure to return the signed acknowledgement form may result in disqualification.
The scope includes routine and emergency maintenance, repairs, and preventive maintenance for building systems, grounds, and facilities. Bidders must submit hourly labor rates for apprentice, journeyman, and master level electricians and plumbers across standard, overtime, and emergency/holiday categories, plus rates for other repair services. Materials and parts markup is capped at 20 percent. Bidders must demonstrate a branch or subcontractor location within the region and provide documentation of financial capability and solvency.
Qualification requirements include a minimum of three verifiable references for contracts of similar size and scope completed within the last three years; current licenses and industry certifications applicable to assigned staff; a narrative describing relevant experience; and designation of a minimum of two 24-hour emergency contacts. Bidders must complete the mandatory Bidder Reference and Contractor Qualifications Form (Exhibit D), including company operational details, staffing levels, and supervisory capacity.
All respondents must execute Solicitation Affirmations (Exhibit A) certifying compliance with state and federal legal requirements, including non-suspension/debarment status, child support obligations, franchise tax compliance, E-Verify participation, and prohibitions on human trafficking, firearms discrimination, abortion-related services, and Israel/energy boycotts. Respondents must also complete the HHS Uniform Terms and Conditions (Exhibit B) and provide a Texas Identification Number (Exhibit F, Form 4109) if not previously registered.
The contract will be awarded to the lowest responsive and responsible bidder. Bids remain firm for 240 days from the due date.
