About this opportunity
Gainesville Regional Utilities (GRU) is seeking a State of Florida Certified law firm or lawyers to provide comprehensive general legal representation through Request for Proposal RFP-2024-020. The procurement covers a wide range of legal services including legislative governmental issues, land use and zoning, ordinance interpretation, contract language development, lease and rental agreements, memorandums of understanding, construction contracts, professional service agreements, and service level agreements. Qualified respondents must demonstrate extensive experience in municipal and governmental law, with particular emphasis on representing cities, counties, and special districts. The solicitation requires detailed submissions including respondent certifications, drug-free workplace documentation, pricing responses, and comprehensive information about the firm's legal expertise. Key evaluation criteria will focus on the firm's approach, qualifications, availability, and pricing, with GRU reserving the right to select the best-evaluated respondent. Critical dates include a pre-proposal virtual meeting on January 16, 2024, and proposal responses due by February 2, 2024, at 2:00 pm. The initial contract term is one year, with potential optional extensions at GRU's discretion.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Professional liability insurance of $1,000,000 is mandatory, along with other standard insurance coverages. The contract will be governed by Florida law with venue in Alachua County. The procurement offers two pricing options: Option 1 provides a lump sum annual cost for full legal service coverage, while Option 2 offers hourly rates for supplemental legal services across up to 10 different legal service titles. While specific budget ranges are not explicitly stated, respondents will be required to provide detailed pricing structures in their proposals. The task assignment document indicates that compensation will be based on an auditable rate structure, with GRU designating a Project Manager and Project Representative to oversee the legal services engagement. The contract follows a specific order of precedence in interpreting terms, prioritizing the main contract, then the task assignment, followed by the Request for Proposal, and finally the law firm's response to the RFP.
