About this opportunity
The Southeastern Pennsylvania Transportation Authority (SEPTA) issued Request for Proposal No. 24-00350-ARIB to procure General Engineering Consultant Construction Management and Inspection Services (GEC CM) through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure. SEPTA seeks to engage up to five firms for a three-year period (1,095 days) to provide comprehensive construction management and inspection services for rail and bus infrastructure and related mass transit projects on an as-needed, non-minimum retainer basis. The scope of services includes construction management task activities, development of inspection work plans, monitoring contractor performance, quality assurance and quality control, submittal tracking, safety compliance monitoring, CPM scheduling support, claim analysis, and project closeout documentation. Proposers must submit both a technical proposal (limited to 25 pages for scope understanding and project approach sections) and a separate cost proposal in searchable PDF format on thumb drives, with one original submission of each required. A pre-proposal meeting was held on January 28, 2025 at SEPTA's General Office located at 1234 Market Street in Philadelphia, Pennsylvania, with written questions due by February 5, 2025; proposals were due by March 4, 2025 at 1:00 PM at the same address. Evaluation will be based on the proposal that best satisfies the intent of the RFP and serves SEPTA's best interests, with cost proposals remaining unopened until technical evaluation is completed. Key personnel must be professionally licensed in Pennsylvania where required, and proposed personnel cannot be changed without SEPTA's written approval.
Compensation will be structured on a cost-plus-fixed-fee basis, with fixed fees restricted to a maximum of 10% of direct labor costs and applicable overhead, and 5% of subcontractor or subconsultant costs, in accordance with federal procurement standards. SEPTA has established a Disadvantaged Business Enterprise (DBE) participation goal of 13% of the total contract value, requiring proposers to submit DBE participation schedules with their technical proposals and commitment/confirmation documents within 48 hours of award notification; certified firms must be identified through the Pennsylvania Unified Certification Program database. Allowable costs will be determined per Federal Acquisition Regulation Part 31, Subpart 31.2, with monthly payments made within 30 days of invoice approval and 10% retainage withheld until satisfactory completion. The contract requires compliance with all federal and state contract provisions, as the project is funded through Federal Transit Administration grants and Pennsylvania Department of Transportation assistance. Consultants must provide professional liability insurance, maintain detailed records subject to audit for five years, and submit either audited overhead rates or PennDOT-certified Safe Harbor rates (office overhead maximum 110%, field overhead maximum 95%). The contract will utilize SEPTA's PMIS software (currently Trimble Unity Construct) for document control and daily reporting, requiring integration with the existing project management infrastructure.
