About this file

This is a Disadvantaged Business Enterprise (DBE) Resource Guide issued by SEPTA's DBE Program Office for Request for Proposal 24-00350-ARIB seeking General Engineering Consultant Construction Management (CM) services in Pennsylvania. The guide serves as a tool to help prospective bidders and proposers identify certified DBEs eligible to participate on the project for DBE credit, directing them to the Pennsylvania Unified Certification Program (PA UCP) web-based database at https://paucp.dbesystem.com for searching certified firms. The applicable North American Industry Classification System (NAICS) code identified for this project is 237990, though bidders are not limited to searching only this code.

The guide emphasizes that only firms with current PA UCP certification are eligible for DBE credit on SEPTA projects, and certification status may change due to annual reassessments or changes in ownership, management, or control. Bidders and proposers bear sole responsibility for obtaining certified firms for use on SEPTA projects and must verify a firm's current certification status for the specific solicitation. For questions regarding firm status or assistance identifying additional firms, prospective bidders should contact the DBE Program Office at (215) 580-7838 or email Paul E. Mitchell at pmitchell@septa.org.

DBE Program Office

SEALED BID/REQUEST FOR PROPOSAL 24-00350-ARIB: GENERAL

ENGINEERING CONSULTANT CONSTRUCTION MANAGEMENT (CM)

DISADVANTAGED BUSINESS ENTERPRISE (DBE)

RESOURCE GUIDE

The purpose of this Resource Guide is to provide prospective bidders/proposers with a tool for identifying certified DBEs who may be eligible to participate, for DBE credit, on the referenced project.

The Pennsylvania Unified Certification Program (PA UCP) provides a web-based database to search for firms who are DBE certified in Pennsylvania. The website can be accessed using the following link: https://paucp.dbesystem.com

We reviewed the scope of services for the referenced project and determined that the following North American Industry Classification System (NAICS) Code(s) could be associated with this project:

NAICS CODE(S): 237990

These codes can be used for the PA UCP website search; however, your search does not have to be limited to the named NAICS Code. This code is for informational purposes only and to assist in identifying some of the firms that may be eligible to participate on SEPTA projects as DBEs.

Since the certification status of a firm is subject to change due to annual reassessment or changes in ownership, management, and/or control, prospective bidders/proposers should contact the DBE Program Office regarding a firm's current status for a particular solicitation.

ONLY FIRMS WITH A CURRENT PA UCP CERTIFICATION ARE ELIGIBLE FOR DBE

CREDIT ON PROJECTS. The bidder/proposer has the sole responsibility of obtaining certified firms for use on SEPTA's projects.

If you have any questions concerning a firm's status, or if you need assistance identifying other firms, contact the DBE Program Office at (215) 580-7838 or email me at pmitchell@septa.org. Thank you. Paul E. Mitchell https://paucp.dbesystem.com/ mailto:pmitchell@septa.org
