About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids on general contracting services for Region 03 covering the Dallas-Fort Worth metropolitan area and surrounding counties, with bids due September 10, 2026 at 10:30 a.m. Central Time. A VetHUB subcontracting plan with a 32.9% utilization goal is mandatory; responses without a completed HUB Subcontracting Plan will be disqualified.

The scope encompasses electrical work (master, journeyman, and apprentice classifications), plumbing, HVAC services, glass repair, painting, carpentry, waterproofing, roofing, concrete and paving work, and emergency building repairs available 24/7. All personnel performing licensed trades (plumbing, HVAC, electrical) must hold Texas state licensure and possess a minimum of three years of relevant experience. Bidders must provide three verifiable references. Cost proposals are due within five working days of site visit for non-emergency work and within 24 hours for emergency work on a time-and-materials basis. All work requires site visits prior to estimate preparation.

Pricing must be submitted as firm, fixed hourly rates on Exhibit C for regular, overtime, and emergency classifications where applicable. All labor, equipment, materials, supplies, and related expenses must be included in the rates. Price adjustments are permitted only at HHSC's discretion based on Consumer Price Index or Federal Minimum Wage adjustments using an established formula.

The initial contract term runs from award date through August 31, 2027, with two one-year renewal options (September 1, 2027 through August 31, 2028, and September 1, 2028 through August 31, 2029) and one discretionary extension option for up to one additional year. Contractors must maintain comprehensive insurance: Workers' Compensation, Commercial General Liability ($1 million per occurrence), Commercial Automobile Liability ($1 million), Professional Liability ($1 million), and Umbrella Liability ($1 million). Questions are due August 21, 2026; courtesy HUB Subcontracting Plan review is available through August 31, 2026. Evaluation criteria include bidder qualifications, ability to meet performance requirements, and price. No volume guarantee applies, and all contracts are subject to appropriations and fund availability.
