About this opportunity
Catawba County, on behalf of the Western Piedmont Council of Governments, is soliciting proposals for a Community Development Block Grant (CDBG) Scattered Site Housing Project focused on home rehabilitation. The procurement seeks general contractors to perform comprehensive renovation work on two residential properties located in Hickory and Newton, North Carolina. Specific rehabilitation requirements include installing new vinyl windows, repairing floor support systems, replacing roof shingles, adding guttering, installing attic insulation, completing electrical and plumbing work, installing floor coverings, conducting interior painting, and replacing kitchen appliances. Contractors must possess a valid North Carolina Contractors License and be Renovate Right to Repair (RRP) lead-certified, as one property requires lead-based paint abatement. The Request for Proposals (RFP) 304-26-2001 requires bidders to submit detailed company information, contractor license number, service description, and comprehensive cost estimates. Proposals are due on September 24, 2025, at 2:00 PM ET, with no pre-bid meetings scheduled.
The procurement includes a verifiable 5% goal for minority and women-owned business participation, emphasizing opportunities for diverse contractors. Contractors must maintain specific insurance requirements, including $1,000,000 in comprehensive commercial general liability and automotive liability coverage. The project is federally funded, mandating compliance with various federal regulations including non-discrimination provisions and equal employment opportunity clauses. The budget range for rehabilitation is approximately $40,000 to $72,000 per home, totaling potentially $80,000 for both properties. Successful bidders must adhere to specific contract provisions applicable to non-federal entity contracts under federal awards. The project's scope involves substantial home rehabilitation work that requires comprehensive construction expertise, with a focus on improving housing conditions through strategic, federally-supported infrastructure improvements.
