About this opportunity
Palm Beach County Water Utilities Department is soliciting proposals for General Utility, Architectural, and Value Engineering Continuing Services under Project 26-017, with proposals due July 8, 2026 at 3:30 p.m. The department will select up to two firms. A mandatory 20 percent small business enterprise (SBE) participation goal applies, with up to 15 evaluation preference points available for SBE participation. Prior Palm Beach County County Certified Neutral Assessor (CCNA) certification in specified engineering and professional categories is required before the proposal due date; however, firms may submit proposals if CCNA applications have been submitted and certification is obtained before the Final Selection Committee meeting.
The scope encompasses planning, architecture, engineering, land surveying, geotechnical studies, condition assessments, and staff augmentation across water treatment facilities, wastewater treatment facilities, reclaimed water facilities, and transmission and collection systems. Project examples include lift station upgrades, pipeline replacements, septic-to-sewer conversions, hydraulic modeling, and feasibility studies. Individual project construction costs do not exceed $7.75 million, with professional service fees capped at $500,000 per individual study.
The contract is structured as a continuing services agreement with compensation established through individual Consultant Services Authorizations (CSAs) issued on an as-needed basis. Hourly rates are specified in the contract exhibit, with overhead and profit factors applied to actual labor. Professional liability insurance of not less than $3 million per claim and Commercial General Liability of $500,000 per occurrence are required. The contract term is four years.
Proposers must submit a letter of interest (10 pages maximum), GSA Form SF 330, questionnaires, sub-consultant letters of intent, OSBD schedules, certifications, and conflict of interest disclosures in nine originals with electronic format. A non-mandatory pre-proposal meeting was held June 8, 2026. The projected contract award date is December 2026. All solicitation documents and amendments are available through Palm Beach County's Vendor Self Service portal.
