About this opportunity
The Georgia Environmental Finance Authority (GEFA) is issuing an open Request for Statements of Qualification (RFQ) to establish a Prequalification List of Energy Service Providers (ESPs) capable of developing, implementing, and installing Energy Conservation Measures (ECMs) for State Agencies in Georgia. This ongoing prequalification process will be open from February 26, 2024 to February 26, 2027, during which time GEFA will evaluate and add qualified ESPs to the Prequalification List. State Agencies in Georgia will then be able to solicit Requests for Proposals (RFPs) from the prequalified ESPs for specific GESPC projects. The RFQ outlines the evaluation criteria GEFA will use, including the ESP's financial stability, experience, project management capabilities, and technical approach. Eligible ESPs must meet minimum qualifications related to licensing, insurance, bonding capacity, and project history.
This procurement is open to all qualified Energy Service Providers and does not include any set-aside designations or restrictions on the types of organizations that can respond. GEFA reserves the right to add or remove ESPs from the Prequalification List at any time. The RFQ does not provide any information on incumbent vendors, current contractors, or existing infrastructure or technology that may require integration. Additionally, the RFQ does not specify any award values or budget ranges for potential GESPC projects.
Opportunity text
The Georgia Environmental Finance Authority (GEFA) is inviting, on an ongoing basis, Statements of Qualification (SOQs) from Energy Service Providers (ESPs) capable of developing, implementing, and installing Energy Conservation Measures (ECMs) for State Agencies. This RFQ is intended to identify responsible ESPs that meet or exceed the identified requirements contained herein and to be placed on the list of prequalified ESPs. Any ESPs added by this RFQ will be on the list through March 15, 2027, which is the last day of the three-year term. GEFA may remove an ESP from the Prequalification List at any time that the Authority determines the ESP fails to meet the criteria for continued inclusion. GEFA may also add ESPs to the list at any time.
