About this opportunity
The State of Ohio, acting through Gallia County, is soliciting bids for preventive maintenance, testing, inspections, and repair services for generator sets and automatic transfer switches at the Gallipolis Developmental Center. This Request for Quotes encompasses six emergency generators and nine automatic transfer switches requiring semi-annual inspections and testing, annual load bank testing with alternating capacity requirements (75% for two hours and 100% for four hours every three years, with the next full-capacity test scheduled for April 2029), fuel oil and engine oil sample analysis, and emergency consultation services. The service engagement period runs from July 1, 2026, through June 30, 2027, with the option for renewal for up to two additional years with mutual written agreement. Bidders must be authorized contractors on the Ohio Department of Administrative Services State contract (MAC034) and cannot propose rates exceeding those established in that state contract. A mandatory site visit is scheduled for April 9, 2026, at 10:00 AM at 2500 Ohio Avenue, Gallipolis, Ohio 45631, with an inquiry period open through April 16, 2026, at 2:00 PM and bids due on April 23, 2026, at 2:00 PM. Proposed quotes must specify annual costs for generator preventive maintenance, transfer switch preventive maintenance, full load testing, and fuel and oil sample testing, along with itemized hourly labor rates for regular business hours (Monday-Friday, 7:00 AM-4:00 PM), non-regular service hours, emergency service hours, trip charges, and markup percentages on parts and equipment. All work must comply with Ohio Prevailing Wage Laws when applicable and federal labor regulations, with contractors required to provide a one-year warranty on all workmanship and materials.
The procurement includes certification requirements under multiple state preference programs, including Domestic Preference (Buy American), Ohio Preference (Buy Ohio), and Veteran Friendly Business Enterprise designations. Contractors must submit a Contractor Information Form indicating current employee counts broken down by nationwide and Ohio-specific operations, percentage of women and minority employees, and DODD certification status. Additionally, bidders must complete Contractor Certification Statements to claim eligibility for applicable bid preferences and must submit a Standard Affirmation and Disclosure Form affirming compliance with prohibitions against offshore services, offshore data location, and purchases from Russian institutions. The form also requires disclosure of all principal business locations and all locations where services will be performed, with contractors acknowledging an ongoing duty to disclose any changes in service performance locations before, during, and after contract execution. No specific budget range or award value is disclosed in the solicitation materials; however, the lowest responsive and responsible bidder will be selected for execution of a Basic Order Agreement. Failure to provide complete information, meet minimum qualifications, or comply with submission requirements may result in disqualification or no award.
