About this opportunity
The Georgia State Financing and Investment Commission (GSFIC) is soliciting electronic bids on behalf of the Georgia Department of Corrections for the Ware State Prison Underground Water & Loop Replacement project (ID: GDC-22-WARE-SP-014) located in Ware County. The comprehensive mechanical renovation project requires complete replacement and upgrade of critical infrastructure, including boiler plant mechanical systems, air-cooled chillers, underground chilled water loops, heating water systems, and domestic hot water piping throughout the facility. Specific deliverables include HVAC replacements in multiple buildings (Buildings 1, 2, 3, 5, and 6), involving boilers, chillers, expansion tanks, air separators, air handlers, pumps, terminal units, make-up air and DOAS units, exhaust fans, controls, and associated appurtenances. The project also encompasses some lighting and ceiling grid replacements. Bidders must submit electronic proposals through the e-Builder Project Management system by April 23, 2025, at 2:00 P.M., and are required to attend a mandatory pre-bid conference and site tour on April 9, 2025, at 11:00 a.m. at the Ware State Prison site, with failure to attend resulting in automatic disqualification. All communication must be conducted through the designated contracting officer, Mendi Boddie, with questions submitted in writing via the e-Builder platform.
While specific set-aside designations are not explicitly detailed in the provided documentation, bidders must submit a complete Bid Verification and Statement of Qualifications along with all required forms. The procurement process emphasizes a structured and transparent approach, with GSFIC reserving the right to disqualify bidders who do not adhere to specified guidelines. Although a specific budget range is not provided, the comprehensive nature of the infrastructure replacement suggests a significant capital investment. Bidders will need to demonstrate technical capability to perform complex mechanical and HVAC renovations in a correctional facility setting, with a focus on system reliability and operational continuity. The project requires integration with existing prison infrastructure, necessitating careful planning and execution to minimize disruption to the facility's operations. Interested contractors must register and obtain bid documents through the specified e-Builder platform, with all documentation available at no charge. The solicitation indicates a rigorous evaluation process that will likely consider technical expertise, previous experience with similar institutional infrastructure projects, and the ability to meet the precise specifications outlined in the bidding documents.
