About this opportunity
The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Georgia Department of Corrections (GDC), is procuring Design Professional Services for Project GDC-171-S, which involves the design of locking control systems at six state correctional facilities: Dodge, Wilcox, Pulaski, Baldwin, Valdosta, and Rogers. The scope encompasses renovation of selected locks (primarily cell doors), replacement of existing electronic security control systems with new PLC-based architectures featuring touchscreen graphical user interfaces (HMIs), redundant HMI workstations, and master control supervisory monitoring with full takeover capability. Additional deliverables include design for gates, fire exit indicator lights, roof hatches, millwork for renovations of offices into control rooms, evaluation and replacement of commercial door hardware, correctional-grade doors and hardware, security glass and glazing, damaged doors, and security ceilings as needed. The design must accommodate future expansion for centralized command center control, include alarm and event logging with 90-day minimum data retention, and integrate with existing CCTV systems. Firms may propose on all locations or individual sites, and the project will be delivered using Design-Bid-Build methodology. The selection process is two-tiered: Statements of Qualifications were due October 13, 2025, with finalist announcement by October 21, 2025, and finalist interviews scheduled for November 5, 2025, with mandatory pre-proposal site visits required. Evaluation criteria consist of 25% firm stability, 45% project experience and team qualifications, and 30% approach and suitability, with the Selection Committee assessing corporate history, resources, relevant project experience, previous performance, design timeline, workload capacity, and office proximity to project sites.
All respondents must meet minimum qualifications including no current debarment or suspension, registration to do business in Georgia, and no prior termination for cause on public works contracts. Georgia resident proposers receive reciprocal preference in evaluation. Required submissions include notarized certification forms, contractor affidavits confirming E-Verify compliance, disclosure statements addressing potential conflicts of interest, and the 50-page Statement of Qualifications (excluding licenses and forms) submitted as a single PDF file to the GSFIC Egnyte upload site. The shortlisted firms selected for further consideration are GFT Infrastructure Inc., GMC, HDR, IPG Inc. Architects, and SafeTech Inc. The design must accommodate Omron PLC equipment as preferred, though alternate platforms compatible with current state standard software are acceptable, and fire and emergency systems will remain standalone and not integrated with the locking control systems. The estimated construction project cost ranges from $8,000,000 to $12,000,000 per site, with total costs varying by facility scope. The Owner reserves the right to negotiate with the highest-ranked firm and proceed through lower-ranked firms if agreement cannot be reached, and the contract will be executed using the GSFIC Design Professional Contract Agreement without modification.
