About this file
This is a Proposer Questions and Answers document for GDC-171-S Locking Control Systems Design, issued by the Georgia Department of Corrections (GDC). The RFQ solicits design services for locking control systems upgrades across six correctional facilities. The scope requires design professionals to replace existing locking control systems with new PLC-based architectures featuring touchscreen graphical user interfaces (HMIs), redundant HMI workstations, and master control supervisory monitoring with full takeover capability across each facility. The design must accommodate future expansion for centralized command center control, include alarm and event logging with 90-day minimum data retention, integrate with existing CCTV systems for camera call-ups, and evaluate and replace all commercial door hardware, correctional-grade doors and hardware, security glass and glazing, damaged doors, and security ceilings as needed. All as-built documentation will be provided to support design and estimating. Design teams may propose on one or multiple facilities, and the Owner may award the project to one or more design teams. Only the selected firm will submit a fee proposal, which must include construction contract administration.
The estimated project cost ranges from $8,000,000 to $12,000,000 per site, with total costs varying by facility scope rather than distributed equally across the six locations. Omron PLC equipment is preferred, though alternate platforms compatible with current state standard software are acceptable. GDC specifies that locking control systems operate on closed networks with no external access outside the designated VLAN, eliminating need for external cybersecurity standards compliance. Fire and emergency systems will remain standalone and not integrated with the locking control systems. Proposers should note that proximity to project sites is a consideration under suitability evaluation, and experience with security and control projects—including airport and transportation security projects—will be weighted equally with correctional facility experience. The 50-page submission limit includes all materials (resumes, exhibits, cover letter, and narrative), electronic signatures are acceptable if properly notarized where required, and out-of-state firms need not register with the Georgia Secretary of State until contract award.

GDC-171-S
Locking Control Systems Design RFQ Proposer Questions and Answer
1. Will the State provide a standard specification for the touchscreen HMIs (preferred vendors, software platforms)?
Yes, GDC will provide a standard specification that is the current state standard on all new projects.
2. Are Allen-Bradley CompactLogix/ControlLogix PLCs acceptable as the control’s backbone, or is an alternate platform required?
GDC prefers Omron PLC equipment but would be open to alternate options as long as its compatible with the current state standard software platforms.
3. Will existing lock/door/gate devices be reused and integrated, or are replacements part of this scope?
Replacements will be scoped to be as part of this design process.
4. Should the new HMI graphics replicate the current push-button panel layouts, or will new design standards be provided?
New design standards will be provided to the selected design professional.
5. Is there a requirement for redundant PLCs or redundant HMI servers for fail-safe operation?
GDC requires redundant HMI workstations in most areas of the facility.
6. Are there specific cybersecurity standards (state or federal) that must be followed for PLC/HMI networks?
GDC locking control systems are on closed networks with no access outside of the VLAN that the system will be placed on.
7. Should the system include centralized supervisory monitoring (master control) across all six facilities, or remain localized?
Master Control should have supervisory monitoring of all local systems within the facility, with full takeover capability. Future expansion to have LCS controlled from a central command center will be forthcoming, design should include this expansion.
8. Are alarm/event logging and audit trail requirements standardized, and how long must data be retained?
Yes, an alarm/event logging workstation is required. Data should be retained for a minimum of 90 days.
9. How should emergency/fire system integration be handled — via facility fire panels or direct
PLC I/O?
Emergency/fire systems are standalone and will not be integrated with locking control systems.
10. Are integration points with existing CCTV, access control, or other security systems required?
CCTV integration is required, based on conditions of current CCTV equipment. Should be designed as integrating the CCTV system for camera call-ups.
11. Will the $8M–$12M estimate be distributed equally across the six facilities, or vary by site scope?
The costs for each site will vary and is estimated to be between $8,000,000 to $12,000,000 per site.
12. Are all six facilities expected to be awarded to one design team, or could this be split between multiple awardees?
As stated in the RFQ, firms may propose or one or more project sites. As a result, the Owner may award the project to one or more design teams.
13. Will site-specific as-built documentation be provided for existing systems to support design and estimating?
All as-built documentation available will be provided.
14. For project experience scoring, will airport/transportation security and controls projects be considered relevant in addition to correctional projects?
Yes, this will be considered based on previous experience with security and control projects.
15. Does the evaluation committee prioritize local Georgia-based projects, or will out-of-state references be weighted equally?
Proximity to the project site is a consideration under the suitability category. Experience with similar projects either in-state or out of state would be considered as relevant under the experience category.
16. Will the design team be required to identify the construction contractor in our SOQ, or only our own design team members?
This RFQ is for Design Services only. Owner will contract for installation services separately.
17. Are electronic signatures acceptable on Exhibits A–C, or must they be physically notarized and scanned?
Electronic signatures are acceptable provided that they are properly notarized where required.
18. Will out-of-state firms need to register with the Georgia Secretary of State before submission or only if shortlisted/awarded?
Out of state firms will need to register with the Secretary of State only if awarded a contract.
19. Is the 50-page limit inclusive of resumes, exhibits, and cover letter, or does it apply only to narrative sections?
The 50 page limit includes everything.
20. For the 35-minute presentation, is there a preferred format (PowerPoint, live demo, boards)?
Powerpoints are the usual format but Owner has no preference.
21. Will the design professional (DP) be required to evaluate and replace all the commercial door hardware on all projects?
Yes, this will be required. Also required, will be to evaluate and replace all correction grade doors and hardware.
22. Will the DP be required to replace any of the following:
• Security glass and glazing? Yes, this will be required to be evaluated and replaced.
• Damaged doors from rust and/or wear & tear? Yes, this will be required to be evaluated and replaced.
• Replace any existing ceilings with security ceilings? Yes, each facility will be evaluated to determine which locations shall receive security ceilings.
• Security Fencing? Unlikely, but should be evaluated as needed.
23. Should the DP fee include site visits during Construction Administration?
Only the selected firm will submit a fee proposal. Fee should include construction contract administration
24. The RFQ indicates that existing graphic or push-button HMIs will be replaced with touchscreen graphical interfaces as part of the Locking Control Systems design. However, it does not specify whether the Lock Control System Controller and HMI are required to be PLC-based or greenboard-based. Could the Owner please clarify if there are specific technical specifications or a preferred system architecture (e.g., PLC-based solution versus greenboard-based solution) for the Lock Control System Controller and HMI?
The current state standard is for all locking control systems to be PLC-based.
