About this opportunity
The California Department of Transportation (Caltrans) has issued Invitation for Bid #56A0837 for Gazex Remote Avalanche Control Equipment Installation Service, targeting Caltrans Districts 3 and 10 in Alpine and El Dorado Counties. The procurement seeks a qualified contractor to provide comprehensive installation, replacement, removal, and legal disposal of Gazex Remote Avalanche Control (RAC) system components, with specific work locations including Echo Summit, Carson Spur, and Carson Pass. Helicopter-assisted construction techniques are mandatory for this mountainous terrain project. Bidders must possess a Class A - General Engineering Contractor license, valid MND Safety certification for Gazex Remote Avalanche Control System Installation, Commercial Rotorcraft license, and Commercial/Airline Transport Pilot Certificate. Critical procurement dates include a written question deadline of December 12, 2024, and a bid submission deadline of December 19, 2024 at 2:00 PM, with an anticipated contract term from February 3, 2025 to February 2, 2028. Contractors will be responsible for installing exploders, supply lines, and conducting necessary technical assessments such as Windsor probe testing and pull tests for existing concrete foundations.
The solicitation encourages 25% Small Business (SB) participation and offers a Disabled Veteran Business Enterprise (DVBE) incentive, though DVBE participation is not mandatory. Bid requirements include a bid bond for 10% of the total bid amount for bids over $461,000 and a 100% payment bond for service requests exceeding $25,000. Prevailing wages apply if the total bid amount surpasses $15,000. The contract includes a maximum allowable expenditure of 5% for parts, materials, and supplies. Contractors must provide comprehensive insurance coverage, with aircraft liability potentially fulfilled through helicopter subcontractors. While specific budget ranges are not explicitly stated, the detailed requirements and multi-year contract duration suggest a significant investment in avalanche control infrastructure. Road closure coordination will be managed through each district's Traffic Management Control dispatch, emphasizing the project's complex logistical and safety considerations.
