About this file
This is Addendum No. 1 issued by the California Department of Transportation (Caltrans) for IFB #56A0837 for Gazex® Remote Avalanche Control Equipment Installation Service in Alpine and El Dorado Counties. The addendum provides clarifications regarding certification requirements, stating that bidders and/or subcontractors must possess valid certification from manufacturer MND Safety for Gazex Remote Avalanche Control System Installation at the time of bid submittal and throughout the agreement period. It addresses technical questions about using existing concrete foundations, noting that new base plates for mounting exploders typically need to be fabricated while utilizing existing base concrete, with Windsor probe testing required and continued use contingent on pull test results.
The addendum clarifies several contract terms, maintaining Caltrans' position not to modify insurance and liability language in Exhibit E despite contractor requests for changes. It confirms that aircraft liability coverage can be fulfilled by helicopter subcontractors, and that quantities listed in the Bid Proposal Attachment 1 are estimates. Important licensing requirements are specified, including the need for a Class A General Engineering Contractor license, Gazex system certification, and appropriate FAA licensing for helicopter operations. Road closure coordination must be handled through each district's Traffic Management Control dispatch.

Addendum No. 1 Invitation for Bid (IFB) #56A0837
Gazex® Remote Avalanche Control Equipment Installation Service in Alpine and El Dorado Counties.
NOTICE TO ALL PROSPECTIVE BIDDERS:
Addendum No. 1 is being issued for the above-referenced IFB. Bids for this work shall be with the full understanding of this Addendum.
The following represents questions submitted for this IFB and the Department’s responses as well as revisions to the above noted Invitation for Bid (IFB):
1. Questions and Answers:
Question 1: Please clarify the requirement for a valid and current certification to provide Gazex Remote Avalanche Control System Installation?
Answer 1: Bidder and/or Subcontractor shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current certification to provide Gazex Remote Avalanche Control System Installation. Certification is provided by the Manufacturer MND Safety.
Question 2: Would including a Subcontractor satisfy the requirement mentioned in question 1?
Answer 2: Please refer to IFB Solicitation, Section B), Item 1.
Question 3: Are we able to use the existing concrete foundations? If so, what tests need to be completed on each foundation to certify the design requirements (i.e., Schmidt hammer test, Windsor probe, and/or concrete coring)?
Answer 3: In most cases, new base plates for mounting the exploders have needed to be fabricated for each site making use of the existing base concrete. Windsor probe testing is completed and if the concrete is in exceptional condition it may continue to be used if the anchors pass a pull test and are also found in good condition.
Question 4: Please confirm that Bid Line Item 21 is an estimate and more/less may be needed?
Answer 4: The quantities in the Estimated Quantity Column of the Bid Proposal, Attachment 1 are all estimated quantities.
Question 5: Are we allowed to use full roadway closures or rolling closures? We recommend these be used at specific times for safety to prevent unintended debris and rockfall events triggered during helicopter use from impacting the traveling public.
Answer 5: Closures and traffic control shall be coordinated with each district’s Traffic Management Control (TMC) dispatch.
“Provide a safe, sustainable, integrated and efficient transportation system to enhance California’s economy and livability”
Question 6: Can section 1C of Exhibit E be changed to read “In the event Contractor fails to keep, in effect at all times, the specified insurance coverage, and doesn’t remedy within five (5) business days, the State may, in addition to any other remedies it may have, terminate this Agreement upon the occurrence of such event, subject to the provisions of this Agreement”?
Answer 6: Caltrans does not change the language in the Solicitation to accommodate Bidder’s requests.
Question 7: Can Exhibit E Section 1H be changed to read “Contractor shall include the actions of independent Subcontractors under Contractor’s insurance or supply evidence of insurance to the state equal to the policies, coverages, and limits required of Contractor?
Answer 7: Caltrans does not change the language in the Solicitation to accommodate Bidder’s requests.
Question 8: For section 2E of Exhibit E, can you substitute the wording “all risks of direct physical loss” with “all perils covered by “Special Form understanding the perils of earthquake and flood are excluded”?
Answer 8: Caltrans does not change the language in the Solicitation to accommodate Bidder’s requests.
Question 9: Can section 2G of Exhibit E be removed as it places different levels of insurance burden on different contractors for the same work.
Answer 9: Caltrans does not change the language in the Solicitation to accommodate Bidder’s requests.
Question 10: The Invitation for Bid, page 1 of 12, item B.1 states “Bidder and/or Subcontractor shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current certification to provide Gazex Remote Avalanche Control System Installation”. Exhibit E, item 3.A, second sentence states “Contractor shall possess a valid and current certification to provide Gazex Remote Avalanche Control system”. Please clarify that the bidding Contractor and/or Subcontractor can meet this requirement.
Answer 10: Attachment 4, Proposed Form of Agreement, Exhibit E, Item 3.A. has been revised:
