About this opportunity
The State of California, specifically the Department of State Hospitals (DSH) at the Patton facility in San Bernardino County, is seeking a gastroenterology physician services contractor through an Invitation for Bid (IFB #16-30035). The procurement requires a contractor to provide comprehensive medical services including evaluations, management, consultations, hospital admissions, critical care, and diagnostic procedures on an as-needed basis. Qualified contractors must be licensed by the California Department of Consumer Affairs Medical Board with board certification in gastroenterology and DEA registration. The solicitation mandates that the contractor assist medical staff in delivering high-quality care consistent with regulatory standards set by Title 22 of the California Code of Regulations, the Joint Commission, and the Department of Justice. Key procurement dates include a bid submission deadline of April 6, 2016 at 3:00 PM, with an optional bidder's conference requiring registration by March 21, 2016. The anticipated contract term spans from July 1, 2016 through June 30, 2019, with potential extensions up to two additional years.
The procurement includes small business preference provisions and Disabled Veteran Business Enterprise (DVBE) incentives, though DVBE participation is not mandatory. Insurance requirements are comprehensive, including Commercial General Liability ($1M per occurrence/$2M aggregate), Professional Liability ($1M per claim/$2M aggregate), and Workers' Compensation coverage. Compensation will be calculated based on the current Medicare Fee Schedule for Hospital County location (Area 99) Participating Amount (PAR), multiplied by the contractor's submitted bid percentage. While specific budget ranges are not explicitly detailed, the compensation structure suggests flexibility for competitive bidding. The solicitation appears open to various qualified medical practices and individual practitioners meeting the specified licensure, certification, and insurance requirements, with potential advantages for small businesses and disabled veteran-owned enterprises.
