About this opportunity
Centre Area Transportation Authority (CATA), a municipal transportation authority in Pennsylvania, is requesting bids for Regular 87 Octane Gasoline and On-Road and Off-Road Diesel delivery under an IFB, with bids due July 9, 2026 at 3:00 p.m. EST via PennBid and questions due July 2, 2026. DBEs are encouraged to submit bids and must include current Pennsylvania Unified Certification Program certification if applicable.
CATA anticipates annual consumption of approximately 63,000 gallons of gasoline (delivered in 2,000–5,000 gallon quantities), 500 gallons of on-road diesel (80/20 blend or with additive), and 2,000 gallons of off-road diesel (80/20 blend or with additive) on an as-needed basis. The selected vendor must provide remote monitoring capability for the gasoline tank and automatic replenishment functionality, maintaining tank capacity between 10% and 90% with replenishment triggered at 30% capacity. All deliveries are to CATA's facility at 2081 West Whitehall Road, State College, Pennsylvania.
The contract term runs August 1, 2026 through July 31, 2027, with four optional one-year renewals exercisable by CATA through July 31, 2031 upon 30 days' written notice. Pricing is based on the OPIS Daily Contract Average Rack price for Altoona, Pennsylvania, plus a fixed delivery fee per gallon that remains consistent throughout the contract term and all option years. The contractor bears all delivery costs; CATA, as a municipal authority exempt from sales taxes, will not pay such taxes. The contract is funded in part by Federal Transit Administration and Pennsylvania state grants, requiring compliance with Buy America provisions, federal nondiscrimination and equal employment opportunity laws, and third-party contracting requirements. All proposals must remain firm for 60 calendar days from bid opening. Bids submitted by other means or after the deadline will not be considered.
