About this opportunity
The State of California, through the Department of General Services Procurement Division, is issuing an Invitation for Bid (IFB) for Medical, Industrial, Specialty, BAR, and CARB Gases, covering seven geographic areas within the state. The solicitation seeks a comprehensive gas supply contract for various state departments and participating local agencies, with a primary focus on delivering newly produced, high-quality gases that meet stringent specifications for medical, industrial, and specialized applications. Specific gas requirements include ultra-high purity liquid nitrogen for CARB, precise calibration gases for automotive emissions testing at BAR, and a range of medical and industrial gas types with exact purity standards. The contract will have an initial three-year term with two potential one-year extensions, and bids are due by September 26, 2025, at 2:00 PM PT. Evaluation criteria will be based on the lowest total cost, incorporating pricing for core and non-core catalog items, with consideration given to cylinder sizes, manufacturer specifications, and comprehensive documentation including certificates of analysis. Delivery requirements range from five calendar days for most gases to 30 calendar days for specialized BAR and CARB gases, with contractors required to provide detailed product information, including manufacturer part numbers, pricing, and quality control documentation.
The solicitation includes several socioeconomic provisions that provide opportunities for small businesses and disabled veteran-owned businesses, with a 1.25% incentive fee for local governmental agency transactions. Bidders must demonstrate compliance with specific business requirements, including possessing a Secretary of State business number, California Department of Tax and Fee Administration Retailer's Seller Permit, and potentially qualify for Disabled Veteran Business Enterprise (DVBE) or small business preferences. The contract includes provisions for price adjustments based on the Producer Price Index and requires comprehensive reporting on contract usage, small business/DVBE participation, and local agency sales. While specific total contract value is not explicitly stated, the extensive pricing workbook with 76 line items and historical purchase quantities suggests a significant procurement scope. Contractors must also navigate complex requirements, including gate clearance procedures for CDCR facilities, strict gas purity specifications, and compliance with various regulatory standards including DOT, OSHA, and California safety regulations. Innovative requirements, such as disclosure of generative AI usage in contract deliverables, demonstrate the state's comprehensive approach to vendor selection and technological awareness.
