About this opportunity

The State of California, through the Department of General Services Procurement Division, is issuing an Invitation for Bid (IFB) for Medical, Industrial, and Specialty Gases to support multiple state agencies, including the Bureau of Automotive Repair (BAR) and the California Air Resources Board (CARB). This comprehensive procurement seeks to establish a three-year contract with two potential one-year extensions, covering an extensive range of gas products including medical oxygen, industrial welding gases, and specialized gas mixtures for calibration and laboratory use. The solicitation requires all gases to be newly produced, of the highest quality, and meeting stringent specifications, with unique requirements for each agency. Specific technical specifications include precise purity levels, gravimetric analysis standards, and detailed labeling requirements for gas cylinders. The bid is due on May 9, 2025, at 2:00 PM PT, with the contract designed to serve state departments and participating local agencies. Evaluation will focus on the lowest responsive and responsible bidder for each product group across seven geographic areas, with a minimum order requirement of one cylinder or dewar. Bidders must provide comprehensive documentation, including pricing workbooks, technical literature, references, and various certifications.

The procurement includes socioeconomic program considerations, with specific provisions for Small Business and Disabled Veteran Business Enterprise (SB/DVBE) participation, including a 1.25% incentive fee for local governmental agency transactions. Potential bidders must demonstrate robust business capabilities, including valid business registrations, tax permits, and compliance with California-specific business regulations. The solicitation encourages participation from diverse businesses, including small businesses, nonprofit veteran services, and disabled veteran-owned enterprises. While no specific incumbent vendors are mentioned, the contract allows for flexible pricing mechanisms with potential adjustments based on the U.S. Bureau of Labor Statistics Producer Price Index after the first six months. The pricing workbook indicates significant historical usage across various gas types, with some medical oxygen items showing historical demand of up to 51,204 units and industrial nitrogen items reaching 23,362 units. Although a specific total contract value is not explicitly stated, the extensive product range and historical usage suggest a substantial procurement opportunity for qualified gas suppliers.
