About this opportunity
Texas State Technical College (TSTC) Waco is requesting proposals for gas line replacement and upgrade services at the TSTC Waco campus, with proposals due March 5, 2026 at 2:00 p.m. CST and a mandatory pre-bid conference and site walkthrough on February 23, 2026 at 10:00 a.m. CST at the Physical Plant Conference Room. Attendance at the site inspection is mandatory; proposals will not be accepted from respondents who have not inspected the job site in person or through a qualified designated representative, and failure to attend the pre-bid conference will result in disqualification.
The scope covers replacement and upgrade of aging underground natural gas infrastructure at the campus located at 1200 Greenway Drive, Waco, Texas, with the goal of improving safety, reliability, and compliance with applicable codes while minimizing disruption to campus operations. Work is classified under NIGP Codes 91340 (Construction, Pipeline, Including Aerial Crossings), 91356 (Construction, Utility and Underground Projects), and 91378 (Maintenance and Repair, Pipeline, Including Removal and Relocation).
The contract is anticipated to exceed $100,000. Since the contract sum exceeds $100,000, respondents must submit a signed Execution of Offer and Subcontracting Plan; incomplete or unsigned forms may result in disqualification. Performance and payment bonds are required. Contractors must provide certificates of insurance covering types and amounts specified in Article 5 of the TSTC Uniform General Conditions and maintain coverage through the warranty period. All contractors must comply with CDC requirements, provide proof of required licenses and certifications, submit Safety Data Sheets for chemicals and materials, maintain daily site cleanliness, remove all debris from campus, and install traffic barricades as specified. If subcontracting is utilized, respondents must submit a Progress Assessment Report (PAR) form with each invoice.
Respondents must create an account or log in to the TSTC Rsolution/Jaggaer platform to access solicitation details and submit proposals exclusively through the online system. The RFP opened February 12, 2026 at 4:30 p.m. CST.
