About this opportunity
The Commonwealth of Kentucky's Division of Waste Management is soliciting competitive bids for a Gas Chromatograph with Accessories through Request for Bid (RFB) 758 2500000453. This procurement encompasses seven specific line items, including a Drager X-PID 9500 Gas Chromatograph unit, calibration and test gases (Isobutylene, Toluene, and 5 ppm Benzene), a standard regulator, a chromatograph transport case, a gassing adapter, and a filter kit—all specified with exact manufacturer part numbers and subject to a no-substitutions requirement. The Gas Chromatograph is a portable, Bluetooth-enabled device designed for analyzing underground storage tank (UST) targeted organic compounds at sub-part-per-million concentrations and features dual measurement modes, Windows-based management software, and a mobile application for field use. Bidders must submit competitive pricing and delivery terms for all seven line items by February 17, 2025, at 1:30 PM ET, with a preferred delivery date on or before August 31, 2025, and delivery costs included in unit pricing. Vendor written questions must be submitted by February 10, 2025, at 10:00 AM ET. The award will be determined using a best value approach, with pricing weighted at 90 points and delivery timeframe weighted at 10 points. All bids must be submitted electronically through the Kentucky Vendor Self Service System, and pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales or use tax.
Prior to award, successful bidders must submit a Revenue Form 10A100 (Kentucky Tax Registration Application), required affidavits confirming compliance with Kentucky campaign finance laws, Certificates of Insurance with a minimum Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate and Automobile Liability of $1,000,000 per occurrence if applicable, and for foreign entities, a Certificate of Authority with the Secretary of State. Kentucky resident bidders will receive reciprocal preference in accordance with KRS 45A.490-494, and qualified bidders—including Kentucky Correctional Industries and Kentucky Industries for the Blind—will receive applicable preferences. This procurement is structured as an award contract for use by the Division of Water Management to procure items as needed, with no specific contract term or renewal options identified. The Commonwealth reserves the right to cancel the RFB if all responses exceed available funding, and no funding range or award value is specified in the solicitation documents. Interested vendors should direct inquiries to Evelyn Osborne at 502-564-0552, with delivery instructions directed to the Division of Waste Management, 300 Sower Boulevard, 2nd Floor, Frankfort, Kentucky 40601.
