About this opportunity

The Borough of Brookhaven in Delaware County, Pennsylvania, is soliciting online sealed bids for the Garzia Park and Mt. Vernon Avenue/Upland Road Traffic Island Stormwater Management Project through the PennBid Program. The procurement focuses on installing two rain gardens with specific landscaping elements, including native plants like Cornus sericea shrubs, Chelone lyonii plants, and Hibiscus moscheutos. Bids will be received until 10:00 AM on October 6, 2025, with a bid opening at 7:00 PM the same day. Bidders must submit a 10% bid bond payable to Brookhaven Borough and comply with Pennsylvania Prevailing Wage Rates, Public Works Employment Verification, and various insurance requirements. The project requires a comprehensive set of documentation, including non-collusion affidavits, worker's classification lists, and subcontractor declarations, with a contract term of 60 calendar days from the Notice to Proceed.

The contract does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Bidders must use the federal E-Verify Program for employees hired after January 1, 2013, and provide detailed information about their company's qualifications, years in business, and past project experience. The successful bidder will be required to pay a PennBid Program fee of 1/3% of the contract award value, with a minimum fee of $150 and a maximum of $6,000. Additionally, the contractor must furnish performance and payment bonds for 100% of the contract price and a one-year maintenance bond for 10% of the contract price. Liquidated damages are set at $500 per calendar day for delays beyond the agreed completion date. While specific budget ranges are not explicitly stated, the project is funded through a Small Water and Sewer Projects Grant, suggesting a municipal infrastructure investment in stormwater management improvements.
