About this opportunity
The Housing Authority of Monroe County is seeking sealed bids for a comprehensive Garbage Contract covering waste management services across multiple public housing and low-income housing developments in Stroudsburg, Pennsylvania. The contract requires weekly garbage, recycling, and bulk collection services for seven public housing projects and three low-income housing tax credit projects, with some locations like Westgate requiring twice-weekly pickups. Specific collection sites include family housing units on multiple streets and elderly developments such as Westgate and Avon Court, as well as tax credit properties like Ivy Ridge, Skyline Heights, and Hamilton Manor. Bidders must provide all necessary containers for each location and comply with United States Department of Housing and Urban Development (HUD) regulations, federal accessibility standards, Davis-Bacon wage requirements, and both Pennsylvania state and Monroe County local government regulations. The bid submission deadline is September 24, 2025, at 10:00 a.m. ET, with a pre-bid conference scheduled for September 3rd at 10:00 a.m. at the Administrative Offices, and a deadline for submitting questions via PennBid on September 5th, 2025, at 10:00 a.m.
The procurement includes specific Section 3 policy requirements that provide economic opportunities for public housing residents and low-income persons, with targeted goals of 30% of new hires being Section 3 residents and 10% of construction contract awards going to Section 3 business concerns. Potential bidders must submit a comprehensive bid package including ten mandatory documents, such as HUD Form 5369A, a Bid Form, Non-Collusive Affidavit, Statement of Bidder's Qualifications, and various certification forms. A bid guaranty of 5% of the total bid amount is required, which can be submitted as a certified check, bank cashier's check, or bid bond. The successful bidder will need to provide performance and labor/material bonds, each equal to 100% of the contract price. Bidders must also provide proof of compliance with debarment restrictions, complete I-9 verification, and demonstrate qualifications through detailed financial statements and corporate documentation. While specific contract value is not explicitly stated, the comprehensive requirements suggest a significant municipal waste management contract with strict compliance and performance expectations.
