About this opportunity

The South Dakota Department of Agriculture and Natural Resources (SD-DANR) is seeking a contractor for the Galena Fuels Reduction Project, a comprehensive forest management initiative spanning approximately 160 acres near the Galena Historical Schoolhouse. The project involves hazardous fuels reduction on 100 acres of state-owned land and 67 acres of connected private land, with primary objectives of creating a more open forest understory, reducing ladder fuel loads, and enhancing forest resilience against mountain pine beetle infestations and wildfire risks. Contractors will be responsible for hand-crew and equipment-based vegetation removal, targeting a dense ponderosa pine overstory with an average stocking of 3,070 trees per acre. The Request for Proposal (RFP #25RFP12077) requires contractors to submit a comprehensive proposal with a "not to exceed" total estimated cost and cost per treated acre, with work to be completed under SD-DANR guidance. Key dates include a proposal due date of February 1, 2025, a site visit on January 14, 2025, and an anticipated award decision on February 15, 2025. Contractors must email inquiries to Patrick Marschie at patrick.marschie@state.sd.us and adhere to all specified RFP requirements.

The RFP does not specify explicit set-aside designations or restrictions on responding organizations, suggesting the procurement is open to qualified contractors with appropriate forestry and vegetation management capabilities. Contractors will have the opportunity to offset project costs by utilizing biomass products such as post and pole, firewood, and wood chips, with no direct costs to landowners or SD-DANR. The contract term is approximately 18 months from signing, with a potential 1-2 year extension possible, not to extend beyond June 30, 2028. Contractors must provide all necessary supplies, permits, licenses, and equipment for project completion. Payment structure includes progress payments upon completion of 20-acre increments, with 10% of payments held in security until satisfactory project completion. The state maintains strict performance requirements, including a 1% daily reduction in contract value for missed completion deadlines and potential automatic termination for breach if the project is more than 10 days overdue. While specific budget ranges are not explicitly stated, the comprehensive nature of the project and the extensive acreage suggest a significant investment in forest management and fire prevention infrastructure.

Opportunity text

The Galena Fuels Reduction Project consists of 100 acres owned by the State of South Dakota - Department of School and Public Lands, and about 67 acres of connected private land. There are eight residents and seven primary structures around the Galena Historical Schoolhouse that will be directly affected by this project. There are 19 residents in the nearby community of Galena, SD area that may be indirectly impacted by this project.
Project activities include the reduction of hazardous fuels on about 160 footprint acres within the project area. Primary treatment objectives will be to create a more open understory by reducing understory ladder fuel loads on state and private lands. Treatments will increase the forests' ability to withstand extreme events such as a mountain pine beetle infestation or fire disturbance and protect one of the nation's historical sites (Galena Schoolhouse) and residents' homes.
Fuel/vegetation within the project area includes a dense, closed canopy ponderosa pine overstory. SD- DANR established 40 plots within the proposed project boundary to determine inventory and volume. SD- DANR determined the average stocking of 3,070 trees/acre and 63.5 basal area/acre, that did not warrant a commercial timber harvest. The understory is primarily ponderosa pine regeneration with white spruce and paper birch, and on the two south-facing slopes some open pockets of grass and litter. The terrain is steep in most areas requiring hand crews to perform removal of the understory. Limited areas have moderate slopes allowing the use of smaller equipment for mastication.
To accomplish this project, SD-DANR is searching for one (1) contractor to complete the following tasks under the guidance of SD-DANR, at no cost associated to landowners or SDDANR.
