About this opportunity
Colorado Department of Human Services, Division of Youth Services is soliciting documented quotes for weekly laundry and linen services at Grand Mesa Youth Services Center in Grand Junction, Colorado, with quotes due October 29, 2026 at 10:00 a.m. Before contract execution, the awarded vendor must be registered in CORE, in the System for Award Management (SAM.gov), and to do business in Colorado.
The scope covers weekly pickup and delivery of clean linens for a fluctuating population of up to 53 youth residents, including 150 twin-size blankets, 200 twin-size flat sheets, 100 twin-size pillowcases, and 300 standard bath towels. Soiled linen is picked up Mondays and clean linen delivered Thursdays, with three linen carts exchanged weekly by Friday at 5:00 p.m. Clean linen must be wrapped and stored in carts with impervious plastic bags, soiled linen must travel in separate closed carts, and discrepancies requiring immediate response must be addressed within four hours. The contractor bears ordinary inventory losses, and linen and carts remain contractor property. Addendum 1 characterizes the approximately 2,575 pounds of annual laundry as an estimate, not a guaranteed volume. The contractor must follow DYS policies on facility access and background checks, maintain a GAAP-compliant double-entry accounting system, and obtain an independent audit within six months of fiscal year end if the contractor receives $400,000 or more in state funds annually.
Pricing is submitted on Exhibit B as cost per pound and cost per week, held firm for one year, with 60 days' notice required before any price change in a subsequent year. The quote request sets an anticipated July 1, 2027 start with one initial year and four optional one-year renewals, while the scope of work document lists a November 2026 through November 2030 term with pricing negotiated annually.
Evaluation weighs price as the primary factor, followed by vendor capability, past experience, and references. The Department reserves the right to waive mandatory requirements and may request presentations or site visits at its sole discretion. Proposals are limited to 20 pages and must include a company overview, relevant experience, three references, and the planned approach. Redlines of standard CDHS contract terms are submitted with the response. Quotes are submitted electronically to Jamie Gott at jamie.gott@state.co.us. No pre-bid conference will be held. Questions were due October 22, 2026, and Addendum 1 was posted October 23, 2026.
