About this opportunity
The Colorado Department of Human Services, Division of Youth Services is requesting documented quotes for laundry services at the Grand Mesa Youth Services Center (GMYSC) in Grand Junction, with quotes due October 29, 2026 at 10:00 a.m. and questions due October 22, 2026.
GMYSC is a 53-bed co-ed secure youth facility serving six judicial districts across 18 counties in western Colorado. The scope requires weekly Monday pick-up and Thursday delivery of clean linens (blankets, sheets, pillowcases, towels) for a fluctuating resident population, with a minimum on-site inventory of 150 twin-size blankets, 200 twin-size flat sheets, 100 twin-size pillowcases, and 300 standard bath towels. All clean linen carts must be exchanged by Friday at 5:00 p.m. The contractor is responsible for maintaining all linens and carts; ordinary inventory losses from wear and tear are at the contractor's expense. The facility will inspect quality and quantity, and the vendor must correct discrepancies within four hours if immediate response is required. Out-of-cycle or special orders must be delivered within four hours.
Vendors must be registered in CORE, comply with E-Verify and Secretary of State registration, register with SAM.gov, and pass criminal background checks due to direct contact with vulnerable youth. All linen and carts remain contractor property.
The contract term runs from July 1, 2027 (or November 2026 per the Scope of Work document) for one year plus four optional one-year renewals. Pricing must be held firm for one year and submitted on Exhibit B broken down by pound, per week, and service fees. Vendors receiving $400,000 or more in state funds must obtain an annual independent audit. Price is the primary evaluation criterion, though references and compliance with State contract terms are also evaluated. Quotes must not exceed 20 pages and include company overview, relevant experience, references, and detailed approach.
