About this file
This Scope of Work document outlines laundry services to be provided to Grand Mesa Youth Services by the Colorado Division of Youth Services (DYS). The contractor shall deliver clean linen and pick up soiled linen according to a delivery schedule that may be modified by mutual agreement between the State and the contractor. Orders may be placed via fax, email, web-based systems, or phone. Clean linen must be stored in carts with impervious plastic bags and clearly marked by contents, while soiled linen must be collected from designated holding areas using separate closed carts to prevent cross-contamination. The contractor is responsible for maintaining sufficient inventory at the facility, providing itemized invoices, and handling out-of-cycle or special orders on an expedited basis with delivery of additional linen within four hours for urgent discrepancies. The contract term spans from November 2026 through November 2030, with unit pricing held constant during the initial contract period and any subsequent pricing changes negotiated at least 90 days prior to contract renewal.
The contractor must comply with DYS policies regarding perimeter security, visitor searches, background checks, and facility access, and is subject to inspection of financial and accounting records at any reasonable time. Contractors receiving $400,000 or more in state funds must obtain an annual independent audit of financial statements, including supplemental statements detailing contract-specific expenditures, with audited reports due to DYS Financial Services within six months of the contractor's fiscal year end. Monthly billing is required in a State-approved format with supporting documentation, and the contractor must maintain a double-entry accounting system compliant with generally accepted accounting principles. Specific pricing is provided in Exhibit B with line items for General Linen Service Fee and Other Per Pound charges for each contract year. If the contractor utilizes subcontracted services, copies of subcontracts must be maintained and made available for State inspection. Failure to comply with any contract requirements, including audit and disclosure obligations, is justification for DYS to terminate the contract.
