About this opportunity
The Texas Health and Human Services Commission Procurement and Contracting Services Division is requesting bids for wheelchair parts and accessories for the Richmond State Supported Living Center under IFB HHS0017588, with bids due August 3, 2026 at 10:30 a.m. Central Time and a questions deadline of July 24, 2026 at 5:00 p.m.
The scope covers maintenance parts and accessories for wheelchairs, including leg rests, manual wheelchairs (K5 MWC models), power wheelchairs with seat elevation, tilt, and recline functions, and custom-molded seat and back components from manufacturers including Invacare, Quickie, Helio, Tillite, Quantum, Permobil, and Sunrise or equivalent products. Bidders proposing equal or substitute products must submit sufficient technical literature for evaluation. A critical requirement is that the vendor must provide a technician for delivery, removal, and installation of parts on wheelchairs as needed. All pricing must be submitted as firm, fixed prices on the provided Exhibit C Pricing Sheet using specified units of measure, with all costs inclusive of labor, equipment, materials, supplies, and related expenses. Quotes must be F.O.B. Destination with freight prepaid and included.
The estimated contract value is $40,000 based on historical spend from September 1, 2024 through August 31, 2025, provided as a guideline only; the State provides no guarantee of volume or minimum purchases. The initial contract term runs September 1, 2026 through August 31, 2027, with an option for extension up to one additional year at HHSC's sole discretion subject to funding availability. All contracts are subject to appropriations and available funds. Price adjustments may be permitted only at HHSC's sole discretion using the Consumer Price Index formula, and contractors must immediately implement any available price decreases.
Evaluation will be based on the bidder's ability to meet specifications and delivery requirements, demonstrated experience and qualifications, past vendor performance, and price. Award will be made to the bidder offering best value to the State of Texas rather than necessarily the lowest price. Responses must include completed HHS Solicitation Affirmations (Exhibit A) and any Addendum Acknowledgement Forms. Responses to questions will be posted July 30, 2026. Both HHSC and the Department of State Health Services are entitled to use any resulting contract.
