About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids for waste collection and disposal services at the Richmond State Supported Living Center under IFB HHS0017412v2, with bids due October 1, 2026 at 10:30 a.m. and an optional on-site visit on September 11 at 10:00 a.m.
The contractor must provide routine and non-routine on-call collection, transportation, and processing of refuse across the facility campus, furnishing six compactors and seven 40-yard dumpsters (or 30-yard alternatives if 40-yard units are unavailable). The contractor is responsible for equipment repairs, bi-annual dumpster cleaning, emergency same-day pickups at no additional cost, and maintaining compliance with Texas Commission on Environmental Quality requirements. Pricing must be firm and fixed for the contract life using the provided Pricing Sheet (Exhibit C), with all-inclusive unit rates covering labor, equipment, materials, supplies, transportation, and fuel; price adjustments are permitted only at HHSC's sole discretion, correlated to the Consumer Price Index.
The contractor must possess a minimum of five years' relevant experience in waste collection and disposal, with assigned personnel holding at least three years' relevant experience and minimum age 18. Required licensing includes Texas Department of Motor Vehicles registration and TCEQ compliance. Insurance requirements include workers' compensation with $1 million employer's liability limits per accident, commercial general liability of $1 million per occurrence and $2 million aggregate, commercial automobile liability of $1 million combined single limit, professional liability of $1 million, and umbrella liability of $1 million. Bidders must provide three verifiable references for similar contracts within the last three years and undergo a statewide criminal and sex offender background check at bidder expense.
The initial contract term runs from award through August 31, 2029, with no renewal options; HHSC reserves the right to extend for up to one additional year. Historical monetary value for similar services over September 1, 2022 to August 31, 2026 was $372,555.67. Evaluation emphasizes ability to meet specifications, performance delivery capability, and pricing competitiveness; HHSC reserves the right to award to the best-value bidder rather than the lowest price. Questions are due September 16 at 10:30 a.m., with responses posted as an addendum September 17.
