About this file
This is an Advertisement for Bids issued by the City of Asheville Public Works Department in North Carolina for the FY27 Utility Cut Concrete Repair Project. The project involves repair of concrete sites damaged by utility installations throughout Asheville city limits and associated county areas. Work sites are typically small, ranging from 5' x 5' to 8' x 10' in size, with some involving curb or curb and gutter repairs only. The project requires a minimum of three site visits per location: an initial meeting with the inspector, performance of work, and site opening. Critically, all concrete pours must be completed on the same day excavation occurs, with no open sites permitted overnight. Bids are due December 2, 2026, at 3:00 PM, with construction scheduled to commence February 8, 2027. Questions must be submitted by November 16, 2026, at 4:00 PM, with responses provided via written addenda. The contractor will receive work orders in batches of 10, with new assignments withheld until previous batches are completed; failure to perform timely work will result in liquidated damages.
Bids must be submitted to Chuck Watson at cwatson@ashevillenc.gov and should include all costs for required insurance, bonds, and applicable local, state, and federal taxes. Award will be made to the lowest responsible, responsive bidder qualified to perform the work. Bidders must hold current North Carolina General Contractor licenses with appropriate classification and must be certified building or highway contractors. The City of Asheville maintains a drug-free workplace policy requiring contractor compliance, and will not contract with bidders delinquent in ad valorem taxes owed to the City. Billing occurs twice monthly on the 15th and 30th (or preceding work day), with itemized invoices required detailing work order numbers, dates, addresses, cut dimensions, and individual cut costs. All bid documents are available digitally at no cost through the City procurement website at www.ashevillenc.gov/bids.
