About this opportunity
The State of Illinois Chief Procurement Office for General Services is seeking a Technical Elevator Consultant for FY27, with proposals due June 23, 2026 — the same date as posting, indicating an expedited or standing solicitation timeline.
Vendors must execute and maintain compliance with the Standard Illinois Certifications (Version 26.2) throughout the contract term and any renewals, with certifications updating annually by January 1 for contracts exceeding one year. The 34 distinct mandatory certifications cover legal entity status, educational loan defaults, felony convictions, environmental violations, competitive bidding practices, workplace standards, labor protections, diversity and non-discrimination, cybersecurity compliance, political contribution restrictions, Drug Free Workplace Act (for vendors with 25+ employees and contracts exceeding $5,000), Illinois Department of Human Rights Act, steel product manufacturing standards, forced labor and child labor prohibitions, lead poisoning prevention, information technology accessibility, and employment vacancy posting on IllinoisJobLink.com. All subcontractors must satisfy identical certifications and be included in subcontract agreements. False certifications or non-compliance may trigger contract voidance, suspension, debarment, payment denial, civil fines, or criminal penalties.
Under the State of Illinois Standard Terms and Conditions (Version 23.2), the vendor must maintain $1 million general commercial liability per occurrence and $2 million annual aggregate; comply with prevailing wage requirements; pay a $15 minority contractor initiative fee for awards of $1,000 or more; and retain records for three years from final payment (five years if federal funds apply). Invoices are due no later than July 31 following the fiscal year of service delivery. The State owns all work product as work-for-hire, reserves termination for convenience with 30 days' notice or for cause immediately, and may terminate without penalty if appropriations are insufficient. The contract is governed by Illinois law and subject to the Illinois Freedom of Information Act.
