About this opportunity

The Illinois Department of Transportation is requesting bids for FY27 metal corrugated culverts under IFB B-52848, with bids due July 9, 2026. No set-asides or preference programs apply; the State maintains a domestic-product preference requiring vendors to affirmatively declare U.S. manufacturing, though exceptions apply if domestic products are unavailable, priced 12 percent or more higher than comparable foreign alternatives, or of substantially lower quality.

The scope covers metal corrugated culverts and associated accessories meeting IDOT Standard Specifications for Road and Bridge Construction (Section 1006.01), supplied on an as-needed basis. All materials must be newly manufactured, not remanufactured or reconditioned. The vendor must be an established manufacturer or authorized dealer with written manufacturer authorization confirming availability of required product quantities. Delivery is required within ten business days of purchase order receipt at IDOT-designated locations during regular business hours (8:00 a.m. to 2:00 p.m.), with the vendor responsible for unloading and secure transportation. Inspections occur upon delivery, with Johnathan Reeves at the Bureau of Materials overseeing pre-fabrication and pre-shipment notifications; non-conforming materials must be replaced at vendor expense within ten business days. Freight is incorporated into unit prices rather than called out separately through BidBuy.

The initial contract term is twelve months from the last signature, with a maximum total term not exceeding ten years including renewals or extensions. The maximum contract amount will be entered by the State prior to execution. Estimated quantities are for evaluation purposes only; IDOT retains the right to increase or decrease quantities. The State maintains a preference for domestically manufactured products. The contract is subject to availability of appropriations and may be terminated for convenience with thirty days' notice or for cause immediately upon notice.

The vendor must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation insurance as required by law. Subcontracting is not permitted. Bids must remain firm for 180 days from opening. Vendors awarded contracts valued at $1,000 or more are subject to a $15 Minority Contractor Opportunity Initiative fee deducted from the first payment. All bids must be submitted electronically through BidBuy and accompanied by a Vendor Disclosure or active IPG Registration, an Offer to the State of Illinois, and Business Enterprise Program/Veterans Small Business Program Utilization Plans where applicable. Award will be made to the lowest-priced responsive and responsible bidder.
