About this opportunity

The Massachusetts Department of Agricultural Resources is requesting quotes for invasive plant removal at state-owned agricultural land in Lakeville (27 Bridge Street) under a competitive RFQ due September 3, 2026 at 4 p.m., with an anticipated award date of September 11, 2026. Attendance at one of two mandatory site visits—August 20 (10:00 a.m.–noon) or August 26 (1:00–3:00 p.m.)—is required for bid eligibility. The procurement is capped at $250,000, making it eligible for the Massachusetts Small Business Purchasing Program (SBPP) with preference given to SBPP-participating businesses and Supplier Diversity Program-certified entities that meet best value criteria.

The scope encompasses invasive plant removal across 42.1 acres of licensed agricultural land spread across eight fields. Work includes selective mechanical removal from 4.6 acres of vacant property, mowing and rotary cutting of low-lying growth, pushing back invasive growth along approximately 2,000 linear feet of field edges, chipping clean woody material on-site, and leaving areas stable for future restoration or agricultural use. Optional pricing may be provided separately for native seed conservation seeding, soil testing and amendment, and Japanese knotweed removal on approximately 0.5 acres.

All work is subject to Massachusetts prevailing wage requirements, with rates varying by classification and effective through December 2028. Responses must include vendor credentials, restoration experience and equipment inventory, project approach and timeline, anticipated permits and approvals, and itemized budgets by cost category. Evaluation criteria emphasize overall response quality, ecological and regulatory considerations, vendor capacity and project team adequacy, realistic timelines, and best overall value to the Commonwealth. The contract term is subject to negotiation at project initiation.
