About this file
Summary
This is a Request for Quote (RFQ) issued by the Massachusetts Department of Agricultural Resources (MDAR) for extensive invasive plant removal services at state-owned agricultural land located at 27 Bridge Street in Lakeville, Massachusetts. The project encompasses 42.1 acres across eight agricultural fields currently licensed to five agricultural tenants. The primary scope of work includes selective mechanical removal of invasive species from 4.6 acres of vacant property, mowing/rotary cutting of low-lying growth, pushing back invasive growth along approximately 2,000 linear feet of agricultural field edges, chipping clean woody material on-site for vegetation suppression, and leaving areas in a stable condition suitable for future restoration or agricultural use. Vendors must attend one of two mandatory site visits held on Thursday, August 20th (10:00 a.m.–noon) or Wednesday, August 26th (1:00–3:00 p.m.) to be eligible to bid. Responses are due by Thursday, September 3rd, 2026 at 4:00 p.m., with an estimated award date of September 11th, 2026. The contract does not specify a set term duration, though work is feasible to be negotiated at project initiation.
The RFQ is limited to small procurements under $250,000, making it eligible for the Massachusetts Small Business Purchasing Program (SBPP), with preference given to SBPP-participating businesses and Supplier Diversity Program-certified entities that meet best value criteria. Vendors may provide optional pricing for additional funding-dependent tasks including native seed conservation mix seeding, soil testing and amendment, and Japanese knotweed removal on approximately 0.5 acres, which should be quoted separately from the main project. All work is subject to prevailing wage requirements established by the Massachusetts Department of Labor Standards, with rates varying by classification and effective date ranging from June 2026 through December 2028. Responses must include detailed vendor credentials, restoration experience and equipment inventory, project approach and timeline, anticipated permits and approvals, and itemized budgets broken down by cost categories. Evaluation criteria emphasize overall quality of response, ecological considerations and regulatory compliance, vendor capacity with adequate project team and resources, realistic timelines, and best overall value to the Commonwealth.

Massachusetts Department of Agricultural Resources
REQUEST FOR QUOTE
SWC- FAC120: Landscaping Services, Snow Removal, Tree Services and Related Category 1: Landscaping and Grounds Keeping Services
Request for Quote (RFQ)
AGR-Lakeville-Invasive-Management-FY27
BD-27-1002-1003-001-132333
Procurement Description:
The Massachusetts Department of Agricultural Resources (MDAR) is seeking applications for qualified contractors, as defined in this Request for Quote (RFQ), for extensive invasive plant removal at state-owned agricultural land in Lakeville, MA.
Property Overview:
• Address: 27 Bridge St, Lakeville MA
• Please refer to the attached plan (Attachment A).
• The property is composed of eight agricultural fields, totaling 42.1 acres of land currently in agricultural use and being licensed to farmers in a shared-use model. The property currently has five agricultural tenants throughout the eight fields. The map depicts the total area of MDAR’s care and control, which extends to the Nemasket river at both parcels of the property.
• This is historically agricultural land. The fields have most recently been used for mixed vegetable production.
• The property has undergone previous invasive removal projects to mitigate pressure within agricultural areas but needs further work to address remaining heavy invasive plant pressure.
Scope of Work:
The initial phase of the project will require the vendor to consult with MDAR to finalize the details of the invasive removal. All work will be performed in coordination with MDAR and in a manner not to impede agricultural operations present at the site. A feasible timeline will be negotiated at the start of the project.
1. Selective mechanical invasive removal of 4.6 acres of vacant property areas. Vendor will remove invasive plant species including, but not limited to, Asian bittersweet (Celastrus orbiculatus), multiflora rose (Rosa multiflora), Norway maple (Acer platanoides), autumn olive (Elaeagnus umbellata), and winged euonymus (Euonymus alatus). Strong existing native plant specimen such as black walnut (Juglans nigra), black cherry (Prunus serotina), scarlet oak (Quercus coccinea), shellbark hickory (Carya laciniosa), eastern red cedar (Juniperus virginiana), eastern white pine (Pinus strobus), red maple (Acer rubrum), and native sumacs (Rhus spp.), including staghorn sumac (Rhus typhina) and smooth sumac (Rhus glabra) exist at the property and will be left where possible. Mechanical removal should include stump removal and disposal off site. Vegetative material with the potential to resprout, root, or disperse seeds shall not be chipped for on-site use and must be removed from the property.
2. Vendor will mow/rotary cut throughout low lying growth in the clearing area as needed.
3. Push back invasive growth along approximately 2,000 linear feet of agricultural field edges. Vendor shall utilize equipment, including heavy-duty tractor-mounted rotary cutters or equivalent equipment capable of mowing dense vegetation and woody stems up to 4 inches in diameter.
Vegetation does not need to be removed.
4. Clean woody material may be chipped on site. Chips will be leveled into flat, defined pads for property use and vegetation suppression. Size and location of pads are subject to change with MDAR approval, see Attachment A.
5. Work shall be considered complete upon final inspection by MDAR. Any deficiencies identified by MDAR shall be corrected by the vendor prior to final payment.
Vendor may also provide estimates for the following tasks. These tasks are funding-dependent and may not be pursued by the Department through this RFQ, but could be added later in the season as an amendment to the main project award. Please list out pricing and specs separately from the main project and not included in the overall total within your proposal.
1. Seeding of a native conservation seed mix approved by MDAR in removal area on parcel A.
2. Soil testing and soil amendment of removal areas on parcel B. Seeding of an agricultural cover crop on parcel B removal areas.
3. Consultation and removal action on ~0.5 acres Japanese knotweed (Fallopia Japonica) on parcel B.
Areas shall be left in a stable condition suitable for future restoration activities or agricultural use. Large woody debris, exposed root masses, and unsafe conditions shall be removed or addressed unless otherwise directed by MDAR. Contractor shall minimize unnecessary soil disturbance, rutting, and impacts to retained native vegetation.
The overall scope is subject to change based on funding availability.

Information about Prevailing Wage Schedules for Awarding Authorities and Contractors
The wage rates will remain in effect for the duration of the project, except in the case of multi-year public construction projects. For construction projects lasting longer than one year, awarding authorities must request an updated wage schedule no later than two weeks before the anniversary of the date the contract was executed by the awarding authority and the general contractor. For multi-year CM AT RISK projects, the awarding authority must request an annual update no later than two weeks before the anniversary date, determined as the earlier of: (a) the execution date of the GMP Amendment, or (b) the execution date of the first amendment to permit procurement of construction services. The updated wage schedule must be provided to all contractors, including general and sub-contractors, working on the construction project.
This annual update requirement is generally not applicable to 27F “rental of equipment” contracts. For such contracts, the prevailing wage rates issued by DLS shall remain in effect for the duration of the contract term. However, if the prevailing wage rate sheet issued does not contain wage rates for each year covered by the contract term, the Awarding Authority must request updated rate sheets from DLS and provide them to the contractor to ensure the correct rates are being paid throughout the duration of the contract. Additionally, if an Awarding Authority exercises an option to renew or extend the contract term, they must request updated rate sheets form DLS and provide them to the contractor.
This wage schedule applies only to the specific project referenced at the top of this page and uniquely identified by the “Wage Request Number” on all pages of this schedule.
An Awarding Authority must request an updated wage schedule if it has not opened bids or selected a contractor within 90 days of the date of issuance of the wage schedule. For CM AT RISK projects (bid pursuant to G.L. c.149A), the earlier of: (a) the execution date of the GMP Amendment, or (b) the bid for the first construction scope of work must be within 90-days of the wage schedule issuance date.
The wage schedule shall be incorporated in any advertisement or call for bids for the project as required by M.G.L. c. 149, § 27. The wage schedule shall be made a part of the contract awarded for the project. The wage schedule must be posted in a conspicuous place at the work site for the life of the project in accordance with M.G.L. c. 149 § 27. The wages listed on the wage schedule must be paid to employees performing construction work on the project whether they are employed by the prime contractor, a filed sub-bidder, or a sub-contractor.
Apprentices working on the project are required to be registered with the Massachusetts Division of Apprentice Standards (DAS). Apprentices must keep their apprentice identification card on their persons during all work hours on the project. An apprentice registered with DAS may be paid the lower apprentice wage rate at the applicable step as provided on the prevailing wage schedule. Any apprentice not registered with DAS regardless of whether they are registered with another federal, state, local, or private agency must be paid the journeyworker's rate.
Every contractor or subcontractor working on the construction project must submit weekly payroll reports and a Statement of Compliance directly to the awarding authority by mail or email and keep them on file for three years. Each weekly payroll report must contain: the employee’s name, address, occupational classification, hours worked, and wages paid. Do not submit weekly payroll reports to DLS. For a sample payroll reporting form go to http://www.mass.gov/dols/pw.
Contractors with questions about the wage rates or classifications included on the wage schedule have an affirmative obligation to inquire with DLS at (617)
626-6953.
Contractors must obtain the wage schedules from awarding authorities. Failure of a contractor or subcontractor to pay the prevailing wage rates listed on the wage schedule to all employees who perform construction work on the project is a violation of the law and subjects the contractor or subcontractor to civil and criminal penalties.
Employees not receiving the prevailing wage rate set forth on the wage schedule may file a complaint with the Fair Labor Division of the office of the Attorney
General at (617) 727-3465.
